**Background:**
NRC has recently commenced developing its WASH response strategy in Mozambique to complement our other core competencies, with a specific focus on integrated programming and area-based approaches, and with the inclusion of Energy/Environment programming as well. We are looking for an energetic and positive colleague who thrives working with others and finding joint solutions to complex problems – someone who wants to build a programme together with local actors, whether with local water authorities, peer NGOs and/or private sector actors, and have experience with partnership-based responses. In summary, we will be focusing more and more on pushing the boundaries of NRC's current programme model, particularly around durable solutions, localization and partnerships, policy impact, renewable energy, and being the voice of the displaced.
**What you will do:**
The WASH Programme Development Manager (PDM) will develop the WASH Country Office programme, and provide technical oversight and strategic direction to the Area Offices, to further develop the WASH Core Competency (CC) in NRC Mozambique. The PDM will provide quality assurance for all projects, develop a collaborative country strategy, identify collaboration partners for capacity exchanges, be an active participant in the Mozambique WASH sector and coordination mechanisms, and develop a donor strategy to further grow the programme.
General Responsibilities:
1. Lead the development of the WASH CC strategy, technical guidance documents, Theory of Change (ToC) and Macro LFAs
2. Ensure compliance with and adherence to NRC policies, guidance and procedures
3. Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
4. Identify trends in technical standards and donor priorities
5. Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation
6. Provide technical direction and project implementation support to partners
7. Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
8. Provide systematic training and build capacity of WASH and Shelter staff
9. Represent NRC in relevant forums/clusters, including with national authorities and donors 10. Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities:
1. Responsible for technical development and quality of the WASH CC country programme, and actively promote and operationalize synergies between WASH and Shelter & Settlements, Energy and other NRC programmes, to move toward integrated programming (including also a focus on Education, and ICLA).
2. Develop WASH strategies, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
3. Provide strategic leadership on the development of programming that recognizes the WASH challenges faced by displacement-affected population
4. Lead the process on WASH proposals, budgets, modifications, project reviews and reporting and ensure high technical quality
5. Develop and lead on conducting needs assessments (in collaboration with Area Programme, Protection, and MEL teams), and support programmatic MEL and indicator tracking in conjunction with project teams and the MEL department
6. Enable better collaboration between relevant agencies, implementing partners including local civil society, and local authorities; and represent NRC with relevant donors, government ministries, and in relevant humanitarian coordination meetings and other forums in-country.
7. Provide support and input to the recruitment processes for any Grade 7 or above WASH staff recruited
8. Accountable for organisational learning from programme implementation, sharing of best practice and capacity building. Lead the implementation of Safe and Inclusive Programming Minimum Standards throughout programmes, with capacity building, guidance and interdepartmental engagement.
9. Build exit strategies and processes into WASH interventions and conduct capacity building and training to local/permanent staff to ensure knowledge transfer and sustainability
**What you will bring:**
**Generic professional competencies:**
- Minimum 5 years of WASH programming (as Specialist or Programme lead, PDM, or Project Manager) in a humanitarian/ recovery context
- Master’s degree in water engineering or a closely related field
- Experience in working in complex and volatile contexts
- Experience in strategically working with local authorities and local utilities
- Experience in starting up and scaling up ambitious WASH programmes
- Experiencing in designing WASH interventions for both housing and for public infrastructure
- Fluency in English and Portuguese both written and verbal.
- Desirable: Experience developing WASH strategies
