## **Background**

Farm Radio International (FRI) is an international non-profit organization that partners with local radio stations, community organizations, and development actors to improve access to information and amplify community voices across Africa. Through interactive radio programming, digital engagement tools, and community feedback mechanisms, FRI supports humanitarian and development actors to better understand and respond to community priorities, concerns, and information needs.

In response to the ongoing Ebola Virus Disease (EVD) outbreak in the Democratic Republic of Congo (DRC), Farm Radio International is implementing a community-centred Risk Communication and Community Engagement (RCCE) initiative in partnership with local radio stations and civil society organizations. The intervention combines trusted local radio, community listening systems, social listening, and community feedback mechanisms to support timely, evidence-based public health communication and strengthen community trust and participation in the response.

To support this work, Farm Radio International seeks an experienced RCCE Specialist to provide technical leadership on community insights, risk communication, social listening, misinformation and disinformation analysis, and RCCE strategy development.

## **Objective**

The Senior RCCE Specialist consultant will provide technical expertise to ensure that community perspectives, concerns, rumours, information needs, and feedback are systematically collected, analysed, and integrated into response activities. The consultant will support the design, implementation, monitoring, and continuous improvement of RCCE interventions and contribute to strengthening RCCE capacities among project partners.

## **Scope of Work**

The consultant will work closely with Farm Radio International, CORACON, local radio partners, health authorities, and relevant humanitarian actors to:

### **Community Listening and Insights**

- Design and strengthen mechanisms for collecting, monitoring, and analysing community feedback, rumours, perceptions, concerns, sources of information, access to information and information needs related to Ebola and public health interventions.
- Use listening mechanisms, data collection tools, and qualitative and quantitative analysis methods to monitor and analyse community insights and perceptions among key target audiences.

- Identify emerging concerns, barriers to behaviour change, misinformation and disinformation trends, and trust-related issues affecting response efforts.

- Map trusted sources of information - regardless of channel analogue and or digital media platforms and community conversations, related to health and Ebola prevention among women, youth, elders, and other priority groups.

- Analyse drivers of misinformation and disinformation, rumours, mistrust, and resistance to response activities, including the underlying social, gender-based, cultural, socioeconomic and contextual factors.

### **RCCE Technical Advisory**

- Provide expert advisory support on RCCE strategy, community engagement approaches, and risk communication interventions.
- Assess the risk level and potential impact of mistrust, misinformation and disinformation, rumours, and mistrust

- Develop ready-to-be-implemented recommendations for appropriate response actions.

- Advise on culturally appropriate and evidence-based communication approaches for different target audiences.

### **Community Insights Products and Content Development**

- Develop regular Community Insight Flash Reports and other analytical products for response actors based on information collected through FRI systems and other available sources.
- Produce actionable recommendations for humanitarian and health actors to address identified concerns, rumours, and information gaps.

- Contribute technical inputs to RCCE materials and communication products, including:

- Radio scripts and programme outlines;

- Radio spots;

- Key messaging guidance;

- Social media content;

- Instant messaging (WhatsApp) messages and conversations,

- Animated videos and multimedia products;

- Community engagement tools and materials.

- Ensure all communication products are evidence-based, audience-centred, gender-balance-based and informed by community listening data.

### **Stakeholder Engagement and Coordination**

- ### Engage with radio broadcasters, community influencers, community leaders, faith-based organizations, civil society organizations, health workers, social media influencers and other stakeholders to co-develop effective RCCE interventions.
- Facilitate dialogue between communities and response actors to strengthen trust and account
