Background and Context:

The Government of Iraq, through its National Development Plan (2024–2028), has identified the establishment of a National Public Works Programme as a vital measure to reduce poverty, enhance human development, create assets, and improve public services.

Thus, under the Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), the ILO has initiated technical cooperation to support the establishment of a National Public Works Programme. This programme is sector-focused and designed to leverage governmental investment funds to ensure sustainability of decent work opportunities while creating synergies with various social protection systems in order to advance national development and economic objectives.

During 2024 and 2025, the ILO made significant progress across several key areas: engaging relevant stakeholders through broad national policy and technical consultations to develop a comprehensive roadmap for the National Public Works Programme; establishing a governance structure, including a Steering Committee and Technical Working Group, to provide strategic and technical guidance for the programme’s design and implementation; strengthening national capacities at both technical and policymaking levels through training and study tours on international good practices and initiating the development of two operational guidelines with sectoral focus on infrastructure and green jobs.

The draft operational guidelines were developed through a consultative approach in close coordination with the NPWP governance structure to ensure government ownership, technical validation, and alignment with national priorities and policy directions. The process has enabled relevant institutions and stakeholders to contribute to the development of practical guidance that reflects national realities and implementation requirements.

To conclude the drafting process, a final validation workshop is proposed to present the draft guidelines, facilitate technical discussions among key stakeholders, and gather comments and recommendations to support their refinement, endorsement, and operational use within the National Public Works Programme.

Purpose for this Service:

The Service Provider is responsible for providing comprehensive logistics, equipment, accommodation, catering, and event management services. The Provider shall act as a single point of contact, ensure seamless coordination, and manage all operational aspects including contingency planning.

The validation workshop aims to engage key national stakeholders in reviewing and validating the draft Sector-Focused Operational Guidelines of the National Public Works Programme (NPWP). It will serve as a platform to strengthen government ownership, ensure alignment with national priorities, institutional procedures, and implementation arrangements, and build consensus on the proposed operational modalities. The workshop will also provide an opportunity to identify any remaining gaps and agree on key actions required to support the effective implementation of the guidelines. Specifically, the workshop will:

- Present the final draft Sector-Focused Operational Guidelines, including their objectives, operational arrangements, and implementation procedures.

- Validate the draft guidelines through structured discussions with relevant stakeholders at policymaking and technical levels, ensuring their relevance, practicality, and alignment with national priorities and institutional frameworks.

- Strengthen government ownership of the guidelines by engaging the Steering Committee, Technical Working Group, and other relevant institutions in the review and validation process.

- Facilitate consensus-building among government entities, workers' and employers' organizations, and development partners on the operational approaches and implementation mechanisms proposed under the guidelines.

- Collect and document technical comments, recommendations, and formal feedback to support the finalization of the Sector-Focused Operational Guidelines.

- Confirm institutional roles, responsibilities, and coordination arrangements required for the effective implementation of the guidelines within the NPWP framework.

- Agree on the next steps towards the endorsement, operationalization, and application of the guidelines under the National Public Works Programme.
