Training on Countering Hate Speech Against Women

## **1. Background**

In the context of increasing online and offline hate speech targeting women—particularly those engaged in public, political, and peacebuilding roles—there is a growing need to strengthen institutional and individual capacities to understand, document, and respond to such threats.

As part of its broader efforts to address hate speech against women, PTI seeks to conduct a **foundational training** aimed at equipping its team and key stakeholders with the knowledge and tools necessary to support subsequent phases of work, including mapping, policy engagement, and advocacy.

## **2. Objective of the Training**

The primary objective of this training is to build the capacity of participants to:

- Understand the dynamics of gendered hate speech in political and conflict contexts
- Identify and analyze patterns of hate speech targeting women
- Apply practical tools to support mapping and documentation efforts
- Safely and effectively engage with relevant stakeholders, including government actors
- Design and implement advocacy and media responses to counter hate speech

## **3. Scope of Work**

The consultant will be responsible for:

### **A. Training Design**

- Develop a tailored training curriculum based on PTI’s context and needs
- Ensure integration of:
- gender and feminist perspectives
- conflict sensitivity
- digital safety considerations
- Align training content with the objectives of supporting mapping and advocacy work

### **B. Training Delivery**

- Deliver a **\[2–3 day\] interactive training** virtually
- Use participatory and practical methodologies, including:
- case studies
- group exercises
- real-life scenarios
- simulations

### **C. Key Training Topics**

The training should cover, at minimum:

- Understanding hate speech:
- definitions and forms
- gendered dimensions
- links to conflict and political participation
- Mapping and documentation:
- identifying patterns and trends
- basic tools and methodologies for mapping hate speech
- ethical considerations
- Digital safety and protection:
- risk assessment
- protection mechanisms for women
- safe documentation practices
- Stakeholder engagement:
- working with government and institutions
- navigating sensitive political environments
- Countering hate speech:
- strategic communication approaches
- narrative building
- media and advocacy strategies

### **D. Training Outputs**

The consultant is expected to deliver:

- Training agenda and detailed session plan
- Training materials (presentations, exercises, case studies)
- Practical tools/templates to support mapping and documentation
- Brief training report summarizing key outcomes and recommendations

## **5. Duration and Timeline**

- Preparation and design: 2 days
- Training delivery: 2–3 days
- Reporting: 2 days

## **6. Deliverables**

The consultant will be expected to submit:

1. Inception note (including training approach and agenda)
2. Training materials
3. Delivery of training sessions
4. Final training report

## **7. Required Qualifications**

The consultant should have:

- Proven experience in designing and delivering trainings on:
- gender and women’s rights
- digital safety and/or hate speech
- media and advocacy
- Strong understanding of:
- gender dynamics in conflict and political contexts
- feminist approaches to peacebuilding
- Experience working with civil society organizations in fragile contexts (preferably Yemen or MENA region)
- Excellent facilitation and communication skills
