***About TGH***

***"Actor in a sustainable and shared solidarity"***

Founded in 1994, TGH is a French association for international solidarity based in Lyon. It designs and implements emergency, rehabilitation and development programmes in the fields of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.

***TGH in Sudan***

TGH has a long-standing presence in Sudan: first implementing a multi-sectoral program targeting displaced people and host communities in Geneina (West Darfur) in 2004, it extended its presence to Central Darfur (Bindizi and Um Dukhun) in 2005 and 2006 respectively. Since then, TGH has maintained a continuous presence in both states, despite an increasingly complex context, and has also intervened in Khartoum, Gedaref, Al-Jazeera, Red Sea, and South Kordofan states.

TGH’s ongoing activities in Sudan include emergency assistance to displaced people (provision of NFIs and emergency shelter, hygiene and dignity kits, etc), WASH (access to water supply systems and sanitation services, hygiene promotion…), FSL and livelihood (distribution of agricultural inputs, promotion of farming best practices, income generating activities, MPCA…) and Protection activities (PSS, general protection, child protection, GBV through Case Management, support for Child Friendly Spaces and Women and Girl Safe Spaces…).

With a current operational volume of approximately €12 million, TGH’s mission in Sudan is supported by key donors including ECHO, BHA, OCHA-SHF, and IFSAN (French Ministry of Foreign Affairs).

TGH currently employs over 120 national staff across field locations including Geneina and Foro Baranga (West Darfur); Golo, and Zalingei (Central Darfur); Tawila (North Darfur); Wad Madani (Jazirah) , Khartoum and Port Sudan (Red Sea). Additionally, more than 14 expatriate staff are deployed across Sudan and Chad.

***General objectives of the job***

Operating in high-risk environments requires a team that is not just aware of safety protocols but deeply prepared to execute them under pressure. As an International NGO, TGH’s highest priority is the safety of our humanitarian workforce.

The Safety & Security Capacity Building Specialist will be responsible for reviewing, designing, and delivering high-impact safety and security training, briefings, and crisis simulations for both our national and international staff. This is a highly mobile role requiring regular travel across Western and Eastern Sudan to ensure the field teams are equipped to handle rapidly evolving security dynamics.

**Key Responsibilities**

**Training Design & Delivery (40%)**

- Develop Context-Specific Curricula: design practical, interactive training modules tailored to the specific threat matrix of Sudan.
- Conduct Advanced Simulations: Plan and execute realistic crisis simulations for staff, including but not limited to:

- Drone attack awareness and mitigation protocols.

- Vehicle incidents, checkpoints, carjackings, and ambushes.

- Compound intrusions and hibernation/relocation/evacuation procedures.

- Remote first aid and mass casualty incident management.

- Build Local Capacity: deliver Training-of-Trainers (ToT) sessions to national security focal points to ensure sustainable safety knowledge and proper handover at the end of the assignment.

**Security Briefings & Onboarding (30%)**

- Overhaul Briefing Materials: review, update, and standardise all country and field-level security briefings to ensure they are accurate, actionable, and culturally sensitive.
- Onboarding: Ensure all incoming international staff and newly hired national staff receive comprehensive, high-quality briefings before field deployment, and that this task is taken over by field coordinators at the end of first quarter of this assignment.

**Assessment & Roving Support (30%)**

- Training Needs Assessment: travel across Sudan field offices, with a focus on Western Sudan offices, to assess current staff capacities and identify critical security knowledge gaps.
- Contextual Adaptation: Constantly update training materials to reflect shifting local dynamics, weapon contamination risks, and emerging technological threats (e.g., surveillance and drone usage).

***Security, working and living conditions***

The living conditions in N’Djamena and Port Sudan (=coordination base) are comfortable with most modern conveniences, while in Darfur and other field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. There are regular flights to and from Chad and Sudan to regional destinations.

***Profile***

- Field Experience: sound experience managing or training on safety and security in high-risk, conflict, or complex humanitarian environments (Sudan experience is highly desirable).
