**Donor:** AICS (Italian Agency for Development Cooperation)

**Supervision of:** UPP Gender/GBV Officer, Child Protection Officer

**Context Presentation:** Un Ponte Per ETS (UPP) is an international humanitarian organization, with Headquarters in Italy. Originally named Un Ponte Per Baghdad (A Bridge to Baghdad), the association became Un Ponte Per after the extension of its work to other Mediterranean countries. UPP ETS is currently active in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia, Kosovo, Tunisia, and Ukraine alongside civil society organizations, with a strong localization approach. UPP strongly rejects war as a solution to international and national conflicts.

It exerts relentless efforts with the ultimate objective of preventing armed conflicts and developing more equal and peaceful coexistence. The NGO acts through awareness campaigns, cultural exchanges, humanitarian and development projects, peacebuilding programs, and the creation of social justice networks. In Italy and in Europe, UPP works to promote peace and disarmament, human rights, refugees and migrants’ inclusion, and ecological transition. In Jordan, it has been active since 2005 with a strong focus on the protection of women and girls including Gender Based Violence (GBV), Child Protection (CP), and Psycho-social support (PSS) targeting the most vulnerable refugees, host community members and persons with disabilities (PWDs).

**Project brief:** The project is funded by the Italian Cooperation Agency (AICS) “SPRING: Sistemi di PRotezione integrati e INclusivi per le comunità rifugiate e locali di Zarqa, Mafraq, Ramtha e Amman in Giordania – AID 013197/01”.

The project seeks to promote the protection of the most vulnerable groups among refugees and host communities in the governorates of Zarqa, Amman, Mafraq, and Irbid in Jordan, through an integrated framework of protection, assistance, empowerment, and social inclusion, with a focus on women, girls, children, and persons with disabilities. The activities planned will address protection needs at the individual, group, and community levels, providing support and opportunities for economic empowerment, while working to strengthen the protection capacities of local communities. Through a collaborative and integrated approach, the partners will strive to generate positive and lasting impacts, while seeking to alleviate the immediate effects of the ongoing emergency, ensuring the safety and fundamental rights of vulnerable populations, preventing violence, abuse, and discrimination, and strengthening communities’ capacity to recognize and respond to protection needs.

**Key Duties and Responsibilities:**

In coordination with the relevant Protection Desk at HQ, the GBV Specialist will provide technical leadership and coordination for UPP’s protection activities under the SPRING project, with a specific focus on gender-based violence (GBV) prevention and response. The Specialist will conduct GBV context analysis, map partners and actors, and identify capacities, needs, and priorities to strengthen UPP’s protection response for women and girls. They will also develop UPP’s Protection and GBV programming by delivering needs-based capacity building and coaching to the Protection team and implementing partners. The role encompasses both direct implementation oversight and capacity-building responsibilities, aligned with international and national best standards.

***Technical leadership and capacity***

The GBV Specialist will oversee and technically supervise the delivery of integrated case management services coordinated by UPP, building the systems established under previous projects. Specific responsibilities include:

- Ensure overall coordination and technical alignment of the whole protection component of the project including GBV, CP, MHPSS, legal protection and protection mainstreaming.
- Provide mentoring and guidance on GBV/protection issues to field staff in direct contact with persons of concern.

- Establish, maintain, and regularly update inter-agency referral pathways in coordination with MoSD, FPD, MoH, the Protection Working Group, the GBV Sub-Working Group, and other humanitarian actors to avoid duplication and ensure continuity of care.
