**ABOUT DDD**

Médecins du Monde Turkey (MDM-T) / Dünya Doktorları Derneği (DDD) is a Turkish-based humanitarian NGO facilitating access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty, and exclusion. **PURPOSE OF THE ROLE**

DDD is seeking a qualified and motivated Programme Officer to support the development, coordination, implementation, and monitoring of humanitarian programmes in Türkiye and internationally. The role covers programme coordination, project development, grants and contract management, partnership follow-up, and operational support across Health, Protection, and MHPSS sectors.

**KEY RESPONSIBILITIES**

**Programme Development & Project Management**

- Develop project concepts, proposals, logical frameworks, work plans, and technical documents.
- Coordinate implementation of projects managed directly by DDD and through implementing partners.

- Ensure alignment with donor requirements, DDD strategy, and humanitarian standards.

- Support MEAL frameworks, quality assurance, and accountability processes.

- Conduct regular follow-up on implementation progress, challenges, risks, and mitigation measures.

**Grants, Contracts & Budget Management**

- Support preparation and revision of project budgets with finance teams.
- Monitor budget utilization throughout project implementation.

- Ensure compliance with donor regulations and contractual obligations.

- Coordinate timely submission of reports, proposals, amendments, and donor deliverables.

**Partnership Coordination**

- Maintain regular coordination and communication with implementing partners.
- Support partner capacity strengthening and implementation quality follow-up.

- Facilitate coordination meetings, information sharing, and operational follow-up.

- Ensure compliance with donor and DDD MEAL standards across partner reporting.

**Representation & External Coordination**

- Represent DDD in coordination meetings, clusters, and workshops when delegated.
- Liaise with NGOs, INGOs, UN agencies, local authorities, and donors as required.

- Support visibility, advocacy, and external communication related to programme activities.

**Reporting & Documentation**

- Prepare internal programme updates, situation reports, and implementation summaries.
- Support timely preparation of donor and management reports.

- Contribute to indicator tracking tables, dashboards, and performance analysis.

- Document success stories, case studies, lessons learned, and programme impact evidence.

**Other Duties**

- Conduct field visits when required.
- Support emergency response activities when needed.

- Perform additional tasks assigned by the line manager.

**QUALIFICATIONS & REQUIREMENTS**

**Education**

- Bachelor's degree in International Relations, Social Sciences, Public Health, Humanitarian Studies, Project Management, or a relevant field.

**Experience**

- Minimum 2 years of professional experience in the humanitarian or development sector.
- Demonstrated experience in project implementation, coordination, and contract management.

- Experience in budget preparation and financial follow-up.

- Experience in at least one thematic area: Health, Protection, or MHPSS (required).

**Languages**

- Turkish and English — fluent, written and spoken (required).
- Arabic is an asset.

**Technical Skills**

- Strong understanding of humanitarian principles and donor compliance.
- Strong reporting, analytical, and organizational skills.

- Ability to manage multiple tasks and deadlines under pressure.

- Proficiency in Microsoft Office, particularly Excel and Word.

- Ability to work in multicultural and fast-paced environments.
