Position Title : **National Project Officer (Climate Action)**
Duty Station : IOM Philippines - Country Office (Manila)
Classification : National Officer, NO-A
Type of Appointment : Fixed-Term, one year with possibility of extension
Estimated Start Date : As soon as possible
Closing Date : 23 June 2026
Under the direct supervision of the Head of Programmes in the Philippines and in close coordination with the National Emergency and Preparedness Officer and Migration Management Programme Manager; the successful candidate will be responsible and accountable for managing the Philippines’ component of the aforementioned project in alignment with Government priorities and donor requirements.
**Responsibilities**
- Assist in the coordination and monitoring of the operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
- Participate in the development, adjustment and implementation of work plans, budget plans, Monitoring & Evaluation tools and standard operations procedures.
- Contribute to the development and implementation of data and research initiatives relating to climate change and human mobility. Provide technical support and assist to maintain liaisons for the development of partnerships on research, and supporting development of research/assessment ideas, design, methodologies, analyses and reports.
- Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
- Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
- Support coordination for the development of strategic partnerships relating to climate change and human mobility, including with government bodies, civil society and private sector, and participate in relevant conferences, workshops, working groups, interagency coordination meetings, and other forums relating to climate change and human mobility.
- Provide technical support to relevant partners, including agencies of the Government of the Philippines, in their efforts to strengthen policy and programming relating to climate change and human mobility.
- In coordination with the Programme Support Unit, contribute to the design and development of new projects on climate and human mobility, based on needs, government priorities and donor interests.
- Contribute to the planning, development, organization and delivery of capacity building activities on climate and human mobility, targeting IOM staff, government and civil society partners, implementing partners and communities.
- Participate in the preparation of a diverse range of strategic documents, including talking points, concept notes and other planning documents.
- Provide regular briefings and analyses to the Head of Programmes, Chief of Mission and senior management team on developments, challenges and opportunities relating to climate change and human mobility.
- Coordinate/liaise with the regional project management team; relevant regional technical specialists (Climate Mobility Innovation Lab); and IOM HQ (Climate Action Division) to stay abreast of institutional efforts on Climate and Human Mobility;
- Supervise and provide training and technical guidance to project staff.
- Undertake regular duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.
- Perform other related duties as required.
**Qualifications**
**Education**
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Environment and Natural Resources, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields
Accredited Universities are those listed in the UNESCO World Higher Education Database.
**Experience**
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
**Skills**
- In depth knowledge of issues around climate change, human mobility and disaster preparedness and response in the Philippines,
- Knowledge of Disaster Risk Reduction and Climate Change Adaptation Frameworks;
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
**Languages**
IOM’s official languages are English, French, and Spanish.
**Required**
For this position, fluency in English and Filipino is required (oral and written).
