**Program Background**
DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.
Australia-Papua New Guinea Law and Justice Partnership (APLJ) seek to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.
The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-Papua New Guinea Law and Justice Partnership (APLJ) will focus on three End of Program Outcomes (EOPOs):
**EOPO 1 – Community Safety and Access to Justice at the Local Level**: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.
**EOPO 2 – Law and Justice Services Supply**: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.
**EOPO 3 – Leadership, Coordination and Accountability**: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.
Australia-Papua New Guinea Law and Justice Partnership (APLJ) has a strong focus on addressing gender equality, disability equity and social inclusion (GEDSI): this includes continued and strengthened attention to Gender Based Violence\[1\] (GBV) and strengthened opportunities for women in leadership, as well as increased focus on the engagement of persons with a disability and other particularly marginalised populations.
The program will continue Australia’s support to law and justice development in demonstration provinces across Papua New Guinea, including the Autonomous Region of Bougainville (ARoB).

**The Role**
The Legal Training Institute (LTI), established under the Post Graduate Legal Training Institute Act 1972, is responsible for providing practical legal training to law graduates seeking admission to the Bar. To ensure LTI continues to deliver high quality, relevant, and practice-oriented training, the Short-Term Adviser (STA) will support the Institute to undertake a comprehensive review of its existing curriculum.
The reviewed curriculum will guide LTI in determining and implementing the most appropriate mode(s) of training delivery - whether traditional, blended, clinical, experiential, or competency based - ensuring alignment with PNG’s evolving legal practice environment, national law and justice policies, and contemporary best practice in legal education and professional training.
The STA will work closely with LTI leadership, teaching staff, key stakeholders, and sector partners to ensure the revised curriculum reflects statutory functions, institutional priorities, operational realities, and future directions.

**About You**
## Qualifications
· A tertiary qualification in law, legal education, curriculum development, or a related field is highly desirable.
## Essential Experience and Knowledge:
· Minimum of 5 years demonstrated experience in legal training, curriculum design, professional education, or competency-based training.
· Strong understanding, or ability to quickly acquire knowledge of the PNG law and justice sector.
· Experience working on donor-funded development programs, preferably in PNG or similar contexts.

· Demonstrated ability to work effectively with government institutions, senior leaders, technical advisers, and diverse stake
