This announcement has an Individual Occupation Requirement (IOR). Some positions in this series involve professional accounting responsibilities that require professional accounting knowledge. For these positions only, applicants must meet the minimum qualification requirements for the Accounting Series, GS-510. Therefore, the applicant will need to meet BOTH the education requirement as well as the Specialized Experience for this series.
PLEASE refer to the Education Requirements section of the announcement to review requirements for the education portion of this series. To meet the minimum specialized experience qualifications for this position at the grade 14, you must have at least one year of experience equal or equivalent to the GS-13 it must include: Experience working independently to manage and deliver the financial and administrative functions for an operating administration, OR Experience serving as the principal advisor or technical expert for financial management activities, fiscla policy, and the administration of applicable regulations for an operating administration, AND Experience working with Tribal Self Governance Compacts and funding agreements from either the Tribal OR federal perspective. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Management- Understands the organization's financial processes. Prepares, justifies, and administers the program budget.
Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Written and Oral Communication- Writes a clear, concise, organized and convincing manner for the intended audience. Makes clear and convincing oral presentations.
Listens effectively; clarifies information as needed. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
