The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors. UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations.

This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities.

**How can you make a difference?**

Under the direction and guidance of the Chief of Emergency, you coordinate the overall country office data collection, reporting, and response activities related to Ebola. You are responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions, ensuring timely, evidence-based decision-making and effective response coordination.

**To qualify as an advocate for every child you will have…**

**Minimum requirements**

- **Education**: Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
- **Work Experience**: Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.

- **Language Requirements**: Fluency in French and intermediate English are required.

**Desirables:**

1. 1. Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language
2. emergency, humanitarian, ebola, DRC

3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

**Skills:** Humanitarian Policy, Emergency Management, Gender Equality, International Law, Programme Coordination, ICT & Data Literacy.

Emergency Leadership:

- Substantial experience in acute emergency or L3-type settings, including conflict-driven displacement, access constraints, and volatile security environments.
- Ability to make time-critical decisions with incomplete information and high operational stakes.

Access, Negotiation, and Risk Management:

- Demonstrated capacity to manage access negotiations in sensitive contexts.
- Strong understanding of duty of care, reputational risk, donor compliance, and humanitarian red lines.

Strategic Judgment and Institutional Representation:

- Ability to represent the organization credibly with internal and external stakeholders
