## What we are looking for

The Norwegian Refugee Council (NRC) is seeking a **highly qualified,** **resilient, and dynamic professional** to take up the role of **Emergency Adviser for Colombia**. The role of the emergency advisor has two main objectives. First, **this role will be responsible for managing and coordinating the proper implementation of NRC’s strategic, multi-sector emergency projects managed from the coordination office (70% of the time).** This will involve overseeing the technical quality of emergency response activities, coordinating key processes across different geographic areas to ensure consistency and standardization, closely monitoring project progress and adapting implementation to changes in the context as needed, ensuring compliance with donor requirements and expectations, and providing technical and operational support to field teams. Second, **the Emergency Advisor will work closely with the Program Manager and their team, the Head of Operations, and NRC’s Rapid Response Unit to help develop—in line with the strategic plan and its ambition to strategically position the organization as a key emergency response actor for Colombia and Ecuador—standardized, high-quality emergency response guidelines and standard operating procedures (SOPs) for the entire operation (30%).**

## What you will do

- Oversee the day-to-day management of NRC’s strategic emergency response projects coordinated from the CO, including planning, implementation, monitoring and evaluation, budget spending, and procurement, ensuring that the project always remains within the planned scope and timeline.
- Ensure high technical quality, standardization of processes and tools across all geographic areas, and compliance with the requirements of the donors for the project being managed.

- Support the development of proposals for the continuation of these projects or others under your technical advisory line.

- Provide technical support to area managers, emergency managers, and emergency focal points directly responsible for implementation, particularly regarding prioritization, technical quality, and harmonized guidelines for emergency response.

- Coordinate implementation among the various area offices involved to ensure technical and operational quality, efficiency, consistency, and standardization across all areas.

- With the support of grants and MEAL staff, ensure compliance with project cycle management processes and tools, including regular project review meetings and the preparation of high-quality reports for donors.

What you will bring

- **A university graduate in social sciences, engineering, or a related field, with a graduate degree in topics related to humanitarian action, risk management, and/or international humanitarian law.**
- **Minimum 5 years of work experience in coordinating emergency operations in humanitarian contexts.**

- **Minimum 5 years of experience in project formulation, implementation, monitoring, and evaluation, as well as results-based management.**

- Previous work experience in complex contexts and with populations affected by mixed migration flows and victims of conflict within the operation.

- Documented track record of results in positions of responsibility similar to that of this call for applications.

- **Fluency in written and spoken English is required (the selection process will thoroughly assess this).**

- Knowledge of humanitarian standards.

- Knowledge of the country’s humanitarian architecture

- Knowledge of the National System for Comprehensive Care and Reparation for Victims (SNARIV) and the regulations governing care for victims of the conflict in Colombia.

- Knowledge of the dynamics of ethnic communities and their regulatory framework.

- Specific knowledge of the mainstreaming and centrality of protection.
