## Background:
## The position will work within the Emergency Response Unit dealing with both First line as well as second line education responses. Education CC is an integral part of the multi-sectoral emergency response package under the emergency rapid response (ERRM) mechanism. ERRM missions are activated once an alert is triggered by the sudden onset of a shock caused by conflict, disease outbreak, climatic change etc.
## What we are looking for:
## The purpose of the Education Project Manager position is to implement delegated education project portfolio. In the Emergency Rapid Response Mechanism (ERRM) Consortium, NRC delivers diverse and interlinked Education in Emergency (EiE) project activities including both first line and second line. The Project Manager oversees implementation, builds staff capacity, provides technical direction to project staff and implementing partners. The Project manager oversees programme development, builds strong partnerships and liaises with stakeholders, manages staff and budget, engages in resource mobilisation and ensures quality deliverables
## What you will do:
Generic Responsibilities:
1. Line management responsibilities for directly reporting staff. This includes the
- Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
- Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
2. Adherence to NRC policies, guidance and procedures
3. Contribute to the development of Country, Area and Core Competency strategies, initiate and participate in the development of relevant CC projects.
4. Coordinate and manage education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
5. Implement technical interventions and ensure high technical quality of project.
6. Provide regular progress reports to the Emergency Response Manager, Area Manager(s), Education Specialist and others as requested.
7. Ensure that projects target most vulnerable beneficiaries in need of protection, explore innovative and effective approaches to assist.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Promote the rights of displacement affected populations (IDPs/returnees/refugees/host) in line with the advocacy strategy.
10. Actively promote the rights of displaced persons PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC
11. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures
Specific Responsibilities:
1. Provide technical direction to EIE team particularly the Education Response program team, and ensure program results are achieved within time, scope, and budget.
2. Provide guidance on Donor regulations to project staff and implementing organisations and ensure compliance.
3. Develop work plans, ensure efficiency in project activity scheduling for quality outcomes.
4. Coordinate with MEAL Manager and design and manage a system for tracking results.
5. Engage with project stakeholders including consortium members for synergies and standardization of approaches.
6. Represent the project in various forums such as emergency coordination meetings, education cluster, Technical Working Groups, donor engagement meetings, project steering group meetings.
7. Engage and coordinate with other consortium members, State and County level education officials, external stakeholders, including private sector actors for a coordinated approach and optimal resource usage.
8. Compile regular project reports and other written outputs as per donor requirements.
9. Ensure timely implementation of project activities by NRC and implementing partners as agreed in the project documents and partners’ MOU/Agreements
10. Plan and oversee the strategic capacity building of NRC and implementing partners staff as well as necessary follow up.
11. Ensure strong community participation including full observation of Accountability to Affected communities’ principles
12. Undertake any other duties assigned by the supervisor.
What will you bring:
**Generic professional competencies:**
- At least a Bachelor degree in education or equivalent; Advance degree in Social Sciences or any other relevant field
- A minimum of 5 years’ experience in project management in insecure, complex, and volatile environments.
- Highly developed interpersonal and communication skills including influencing, negotiation, coaching and capacity building as well as ability to work with culturally diverse teams
