**Call for Applications: Child Safeguarding Consultancy**
Founded in 1979, StARS is a refugee service provider in central Cairo that works to enhance the quality of life for refugees and vulnerable migrants through five broad program areas: education, psychosocial, legal, community outreach and unaccompanied youth and children support services. **Overview of the consultancy**
The Child Safeguarding Consultant will assess StARS’ current child safeguarding policy, its practices, and general day-to-day activities, in order to update the policy and draft guidelines to ensure practical implementation of this updated policy. The consultant will assess the current site facilities and make recommendations for changes. The consultant furthermore will develop a permanent child safeguarding role, that will work to uphold the policy, assess the premises and practices, and ensure there is organization wide knowledge on child safeguarding. Lastly, the consultant will review and update the current child safeguarding training material and develop updated child safeguarding guidelines to be distributed to staff.

**The Assignment**
StARS is looking for a Child Safeguarding consultant to assess current child safeguarding policies and procedures, review practices, and update the existing child safeguarding policy and framework. The Consultant will also be responsible for updating and developing resources, tools, and training modules to strengthen StARS’ Child Safeguarding Policies aimed at equipping staff with well-rounded child safeguarding knowledge.
The Child Safeguarding Consultant shall deliver:
1. Revised Child Safeguarding Policy
2. Child Safeguarding Officer JD
3. Revised and (possibly new) Child Safeguarding training material
4. List of recommendations to improve child safety around StARS
**Key Activities are likely to include the following:**
- Desk review: review of the current child safeguarding policy, procedures, and training material. As well as establishing a clear understanding of StARS and the context in which it operates.
- Observation: the consultant will be asked to observe and shadow several of StARS’ programs in their day-to-day work, to assess how child safeguarding policies and procedures are implemented in the regular day-to-day work, and where gaps are or where there is space for improvement.
- Conduct interviews: the consultant will be asked to conduct interviews, focus group discussions, and smaller group meetings to better understand the context in which StARS operates. It can also include focus group discussions with teachers, caseworkers, parents and/or clients when necessary.
- Draft: the consultant will be asked to draft recommendations to improve child safety around StARS.
