Selective Placement Factor You must meet the following selective placement factor: The Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level I is required for this position. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialize experience. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience overseeing the development and execution of student loan and student aid automated, transactional, and ad-hoc email and short message service (SMS) campaigns. 2.

Experience creating and reviewing contract deliverables to ensure adherence to timelines and technical requirements as a Contracting Officer Representative (COR). 3. Experience serving as a business owner or product owner for a marketing and communications platform that sends mass email and SMS to customers. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1.

Skill in managing the development of student aid and student loan email and short message service (SMS) messaging operations. 2. Knowledge of A/B and multivariate campaign testing and optimization. 3. Ability to manage marketing communications platform enhancements, upgrades, and long-term development planning. 4. Skill in creating and reviewing contract deliverables to ensure adherence to timelines and technical requirements as a Contracting Officer Representative (COR). 5.

Ability to manage high-volume multichannel digital communications initiatives.
