The **Pacific Community (SPC)** is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture.
The Programme – **Climate Change and Environmental Sustainability Programme (CCES)** was established to support SPC in strengthening and streamlining its climate change initiatives by consolidating the existing climate change work of SPC under strategic and technical management. In addition, CCES provides leadership in SPC’s climate change and environmental sustainability actions, coordinates and liaises with regional and international partners coherently for the organisation and enhances mainstreaming of the issue within its divisional development work.
The role – **Senior Officer – Pacific Regional GHG Inventory** will lead and coordinate the GHG inventory at the country level, contributing technical expertise to strengthen national GHG information and inventory, long-term capacity building and sustainability. The position will facilitate and coordinate tailored support to the countries identifying their specific needs and priorities.
The key responsibilities of the role include:
**Technical guidance and practical support tools for national teams preparing GHG inventories**
- Lead assistance to PICs in identifying gaps and needs related to the preparation of GHG inventories, particularly in the energy, waste, and transport (land and maritime) sectors.
- Support the development of in-country institutional memory, promote inter-ministerial coordination, and facilitate effective communication with relevant stakeholders to strengthen transparency in GHG inventory preparation.
- Enhance GHG data quality and tier approach.
**Building capacity in the region and countries to take action on GHG inventory and transparency**
- Lead the delivery of workshops and training broadly for GHG inventory and transparency (including IPCC guidelines)
- Coordinate with NDC Hub focal points, implementing partners and relevant stakeholders to gather necessary data and insights for country-specific GHG inventory support and transparency requirements.
**GHG inventory for national reporting**
- Lead the technical advisory and implementation of activities to strengthen in-country GHG inventory systems. This includes consultations with the NDC Hub Focal Point and the in-country agencies responsible for the GHG inventory, ensuring alignment with transparency requirements considering of each country’s national context for national reporting including BTRs, NIRs and NDCs
- Develop tailored tools, templates to strengthen country specific GHG inventory systems development and institutional memory. Deliver hands-on training to enhance capacity building.
**Pacific NDC Hub Implementation Unit support**
- Provide technical input to regional discussions and initiatives on climate transparency, including regional and international convenings.
- Act as a first point of contact for GHG inventory and transparency related questions and support request.
- Ensure that relevant information and data are captured and saved appropriately.

Key selection criteria
**Qualifications**
- A postgraduate qualification in a relevant subject relating to climate change, environmental science, sustainable development, or equivalent body of knowledge and experience.
**Technical expertise**
- At least 5 years of experience relevant to climate change, GHG inventory, sustainable development, environment, transparency, preferably within the Pacific region.
- Practical experience in GHG inventory systems design, implementation, particularly those related to country NDC’s and energy, waste and industrial sectors.
- Experience in day-to-day engagement with Government ministries and agencies
- Experience in engaging with other stakeholders (private sector, NGOs, development partners, etc.)
- Demonstrated ability to communicate and advocate on issues related to climate change and sustainable development, and to build and strengthen partnerships.
- Demonstrated ability to provide guidance on GHG inventory and transparency aspects, and ideally in the national level.
- Strong advisory, analytical and problem-solving skills relating to GHG emissions calculation methodology, IPCC approaches and GHG inventory systems.
- Experience in organizing consultations, validation meetings, workshops and capacity building events at the national and regional level.
