Full Description

(Con.) IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of various administrative and program policies, concepts, and policies relating to range management; knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness or range programs and operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of range and related support resources (manpower, funding, facilities, and equipment); knowledge of MAJCOM's issues, goals and objectives, work processes, and administrative operations for range programs/activities; comprehensive knowledge of range computer systems, radar equipment, radio equipment, ground operations, aircraft types, airborne operations, training devices, flight and ground safety, and assigned systems and equipment configurations. Major equipment/systems include, but is not limited to, the AN/MST-T1A (MUTES), AN/MST-T1(V) (Mini-MUTES), and all future threat simulators and support equipment.

OR EDUCATION: Completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a Ph.D degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least three years of progressively higher level graduate education, but have not obtained a Ph.D or equivalent graduate degree. Therefore, have a combination of experience and education.

NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning efficiency and effectiveness or range management, operations, and resources utilization. 2. Knowledge of administrative and program principles, concepts, and policies relating to range management. 3. Knowledge of computer programs, systems, and hardware required for Electronic Combat threat simulation and countermeasures analysis for use in aircrew training and evaluation (i.e., Route Integration Instrumentation system (RIIS), and Integrated Tactics Assessment system (ITAS hardware). 4. Knowledge of operations, maintenance, and support of range systems/equipment and ability to interpret specialized documentation and descriptions pertaining to range equipment and conduct and record surveys and inspections. 5. Knowledge of program planning, Communications-Electronics Maintenance Management System, and Government funding and budget processes. 6. Knowledge of quality assurance principles, practices, and procedures to include acquisition planning. Ability to develop data collection techniques, analyze and interpret data and reports, and make decisions, effectively orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
