Plan International started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Greater Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.
Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that **“Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.**
**THE OPPORTUNITY**
You will be responsible for the overall management, planning, implementation and successful delivery of the Youth Inclusion and Employment Project (YIEP) – Cairo Culinary Training Programme. Working in collaboration with local partners and the Melting Pot Foundation (MPF), you will lead all phases of the project management cycle to ensure the achievement of project outcomes, donor compliance and Plan International minimum standards. You will bridge the gap between Cairo’s hospitality sector demand and the limited access young people have to quality training by ensuring the delivery of competency-based culinary training, structured internships and employment pathways. Further, you will be accountable for achieving the project's target of reaching 200 young people, with at least 50% female participation and a 90% employment rate.
**KEY RESPONSIBILITIES**
- Contribute to the initiation of the project idea in line with the country strategy and identification of project potential local partner(s).
- Ensure realistic project design, lead due diligence with cross-department input, and coordinate gender-transformative scope with partners and advisors. Analyze context, risks, and resource needs, manage pre-start-up activities, confirm partners, and integrate safeguarding for children and youth with budgeted mitigation actions.
- Set project governance with partners, develops a detailed implementation plan covering risks, resources, and budgets, and collaborates with leadership to launch the project internally and externally.
- Lead project implementation within agreed frameworks and timelines, coordinate technical support and resources. With partners, this role will oversee delivery, monitoring, and evaluation, address deviations and risks while optimizing daily operations across logistics, finance, and HR. Ensure accurate reporting, timely procurement and payments, budget control, and realignment when needed. Core responsibilities include achieving gender-transformative results and integrating safeguarding and PSHEA risk mitigation into all activities.
- Ensure proper project closure by reviewing achievements with partners, finalize activities, completing procurements and payments, and manage staff transitions in line with guidelines and laws. Lead final evaluations, coordinates audits, prepare comprehensive reports for internal and donor stakeholders, close project records, and establishe institutional memory through systematic archiving and knowledge management.
- Model Plan International’s values, lead a motivated team, ensure clarity of objectives, manage tasks and staff development, enforce compliance with policies, oversee monitoring and resource use, and strengthen partner capacity to achieve project goals effectively.
- Ensure partner-aligned data systems for monitoring and future design, embed PSHEA policies with staff accountability, and support due diligence for compliance.
