Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialized experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience as a Contracting Officer Representative in a large, complex (nationwide/Enterprise-level) Federal Agency (or equivalent) Program, independently and successfully managing large and/or complex procurement actions across the full acquisition lifecycle, in support of Agency strategic goals/objectives. 2. Experience as a technology acquisition program manager for national/Enterprise-level Federal technology programs/operations (or equivalent), analyzing financial and operational data and procedures, and formulating recommendations for senior leadership on matters related to the improvement of technology management and/or technology acquisition programs and the innovation and implementation of new technologies or operational procedures. 3.

Experience in Federal (or equivalent) technology programs monitoring and analyzing large quantities of complex technology procurement financial information and developing data-driven budget planning, programming, execution, and evaluation documentation, including OMB/Congressional budget justifications, lifecycle cost estimates (LCCEs), capital planing and investment control CPIC reports, and total-cost-of-ownership (TCO) analyses. Basic Experience Requirements You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3.

Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1.

Ability to identify, analyze, and synthesize technical, financial, and legal information into whitepapers, oral/written briefings, and authoritative strategic operational recommendations for leadership decisioning. 2. Skill in Federal or Private technology programs monitoring and analyzing large quantities of technology procurement financial information and developing data-driven source-selection and budget planning, programming, execution, and evaluation documentation. 3. Ability to independently analyze technology procurement financial and performance data, and accurately and effectively processing contract invoices for certification and payment. 4. Ability to analyze technology procurement data, Federal/private acquisition program management laws, rules, and best-practices, and proffering meaningful recommendations or plans of action for leadership consideration.
