FACILITY PLANS AND PROGRAMS MANAGEMENT SPECIALIST (TITLE 5)

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP). The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG. The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be U.S. Citizens.

SPECIALIZED EXPERIENCE: GS-12 LEVEL - MUST possess the specialized experience, training or education applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.

SPECIALIZED EXPERIENCE: MUST - possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
