FACILITY OPERATIONS SPECIALIST
Full Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.; Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge and skill in applying principles of a comprehensive range of concepts, and practices concerning multiple type facilities, grounds including specialized equipment operations with highly complicated instructional requirements that have no clear precedent or plan with varied functions requiring different operational procedures to inspect specialized facilities, evaluate use patterns and identify maintenance or restoration requirements; analyze facility-and equipment requirements against training facility needs; and prepare a training facility for successful evaluation by local and MAJCOM inspectors with respect to performance and inspection standards. Extensive knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repair, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of Air Force and Department of Defense standards to train, inspect, and evaluate the staff in security, safety, fire protection procedures and fire drills and protection, utility management, and proper hazardous waste disposal. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation and shelter operations as applicable to training and high-volume facilities.
OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.
NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities, to include a public museum (EHRI), equipment, and services. Knowledge sufficient to oversee and implement programs involving the identification and resolution of difficult issues such as preparing budgets for maintenance, repair work, new construction and alteration to facilities and equipment, and determining facilities, equipment, or service deficiencies. Knowledge sufficient to evaluate, enhance, change or develop new services, procedures and processes to increase program effectiveness. Knowledge of safety and security practices for training facilities and Air Force organizations.
