Unit Context: The WKDAP unit works at the intersection of digital innovation and development impact. A core strand of this work involves driving digital enablement across multiple sectors — agriculture, water, tourism, health, and others — through targeted digital applications, platforms, and tools. Flagship initiatives such as AgriConnect exemplify this mission: deploying practical digital solutions that connect sector stakeholders, improve service delivery, and build institutional capacity in client countries. As the portfolio of cross-sector digital applications expands, effective coordination across sector verticals, country missions, development partners, and internal teams has become critical. WKDAP is seeking an Operations Analyst to serve as the connective tissue across these workstreams — ensuring coherence, follow-through, and timely delivery.
Role Overview: The Operations Analyst will be embedded within the WKDAP team and will work directly under the guidance of the Practice Manager, closely alongside the Applications Manager and the Global Lead for Digital Applications. The Analyst will be the primary point of coordination across sector leads (Agriculture, Water, Tourism, Health, and others as the portfolio evolves), country missions, and external development partners. This is a program management and coordination role with a strong operational and analytical orientation — not a sector specialist position, but one that requires enough breadth to engage credibly across all of them. Duties and Responsibilities: Cross-Sector Coordination and Program Management • Serve as the central coordination point for the digital applications portfolio, tracking progress, flagging delays, and ensuring timely follow-through on commitments across sector verticals and country missions. • Maintain a comprehensive, real-time view of the portfolio — including key milestones, resource dependencies, risks, and stakeholder actions — and communicate this clearly to relevant teams. • Facilitate regular cross-sector coordination meetings, prepare agendas, capture decisions and action items, and monitor their resolution. • Work closely with sector leads (Agriculture, Water, Tourism, Health, etc.) to align on priorities, timelines, and deliverables, and flag where trade-offs or escalation are required. Dashboard Development and Reporting • Design and maintain operational dashboards and tracking tools that provide the Practice Manager, Applications Manager, and Global Lead with clear visibility into portfolio status across sectors. • Produce concise, high-quality progress reports and briefing materials for internal audiences, management, and external partners. • Support the development of results frameworks and indicator tracking systems to monitor digital enablement outcomes across the portfolio. Liaison with Regional Digital and Sectoral Teams, Technology Partners, and the Private Sector • Act as a liaison between the WKDAP unit and World Bank regional digital and sectoral teams engaged in digital applications work, ensuring information flows smoothly in both directions and that operational support is responsive to on-the-ground realities. • Coordinate with technology partners and private sector stakeholders on joint initiatives, pilots, and co-development efforts, tracking agreed commitments and ensuring timely follow-through. • Engage external development partners and donors on partnership arrangements, co-financing opportunities, and knowledge-sharing activities, including preparation of partnership documentation and follow-up on agreed actions. • Support the preparation of presentations, concept notes, and briefing materials for external-facing engagements with technology firms, private sector partners, and development partners. Operational and Administrative Support to the Applications Manager • Provide direct operational support to the Applications Manager in managing the pipeline and delivery of digital application deployments across sectors. • Help onboard and coordinate technical consultants and vendors engaged in application development or deployment, tracking deliverables and ensuring contractual compliance. • Identify bottlenecks in operational processes and propose improvements to streamline coordination acro
