The Eastern Economic Corridor (EEC) is the centerpiece of Thailand 4.0 strategy. However, the region suffers from chronic water management challenges. Current water infrastructure is inadequate to cope with peak demand during the dry season, leading to critical shortages that affect the industrial sector, public utilities, tourism, and ecological systems. Currently, only around half of the water demand is being met, and by 2037, the deficit is projected to remain high at about 40 percent even with planned investments in water supply.
To address these challenges, the Eastern Economic Corridor Office (EECO) established the EEC Water Multi-Stakeholder Partnership (MSP) in January 2026. This initiative is supported by a joint initiative of the 2030 Water Resources Group (WRG) and the World Bank Group (WBG) to assist the Thai Government. The 2030 Water Resources Group (2030 WRG) advances global water security through public-private collaboration, bringing together governments, businesses, and civil society to develop sustainable solutions across three areas: water for food, water for cities, and water for the planet. WRG is a multi-donor trust fund administered by the World Bank's Global Department for Water and funded by partner contributions.
With a network of more than 1,000 partners across the private sector, governments, and civil society, WRG has launched water security initiatives in 13 countries. The Multi Stakeholder Partnership platforms catalyze innovation in water management by developing and testing projects that demonstrate strong potential for transformative impact, which are then scaled and replicated through broader World Bank financing and other funding mechanisms. The EEC-MSP on water aims to ensure long-term water security for the EEC through engagement and collective action of all key public sector and private stakeholders. The MSP operates through a Steering Committee and three core workstreams focusing on Bulk Water Supply, Demand Management and Efficiency Improvement, and Wastewater Treatment and Reuse.
The joint WRG-WBG initiative is seeking a highly qualified Multi-Stakeholder Partnership Platform (MSP) Coordinator as Extended Term Consultant (ETC), The World Bank, to support the Co-Chairs of the EEC-MSP on Water. This position will serve as a catalyst between public and private sectors, facilitating the development and implementation of concrete projects, policies, and financing mechanisms to enhance water security in the EEC. The MSP Coordinator (ETC) will coordinate closely with a secretariat team from the World Bank Bangkok Office, the International Finance Corporation Bangkok Office and WRG. Duties and Accountabilities: The MSP Coordinator will be responsible for the overall management of the MSP, under the strategic leadership of the MSP Co-Chairs.
The selected MSP Coordinator will thus serve as the primary management interface and operational representative of the EEC Water MSP. The role requires extensive experience in engaging with government officials, private sector leaders, and civil society organizations. The primary responsibilities are categorized into three main areas: Strategic Leadership and Program Management, Stakeholder Convening and Engagement, and Content and Knowledge Management. Strategic Leadership and Program Management The MSP Coordinator will direct support the MSP Co-Chairs in their strategic leadership of the MSP.
Under their guidance, the Coordinator will develop and refine the strategy and implementation plan for the EEC Water MSP in alignment with EECO and WRG-WBG objectives. A key responsibility is ensuring the delivery of concrete projects and programs along the three identified workstreams. Furthermore, the Coordinator will monitor program progress, ensure the highest quality of activities and deliverables, and support the identification and mobilization of highly qualified local technical resources and consultants to support specific workstream requirements. Stakeholder Convening and Engagement Under the strategic guidance of the Co-Chairs, the Coordinator will facilitate the convening of the MSP Steering Committee, which meets at least twice a year, and organize regular workstream meetings.
The Coordinator will lead the stakeholder engagement process at senior levels across government agencies such as ONWR, RID, DWR, and PWA, as well as private sector entities, alongside academic institutions. Maintaining active dialogue with relevant parallel initiatives related to water resources management in Thailand is crucial to develop appropriate collaborations and synergy. Additionally, the Coordinator will identify and develop partnerships embedding resource mobilization for the successful delivery of outputs. Content and Knowledge Management The role involves close coordination with the secretariat team from the World Bank Bangkok Office, the International Finance Corporation Bangkok Office and WRG to ensure seamless execution of the MSP’s objectives.
