The purpose of the assignment is to provide hands-on, decision-oriented analytical support to the Ministry of Education (MINEDUC) while strengthening sustainable, in-house data analysis capacity within MINEDUC and its technical agencies, particularly the Rwanda Basic Education Board (REB) and the National Examination and School Inspection Authority (NESA). The consultant will be embedded within MINEDUC to strengthen education data analysis and use for evidence-driven planning, programme improvement, and policy decisions, with clear skills transfer to designated government statisticians and analysts.
