Overview of position

- Our clients Engineering and Facilities Management Section (EFMS) is responsible for supporting the planning, assessment, design, supervision and management of infrastructure, buildings, accommodation facilities, offices, utilities-support infrastructure and operational facilities required for mission activities throughout Haiti.
- Given Haiti's exposure to earthquake hazards and the critical importance of maintaining safe and operational facilities, our client requires a Civil Engineer with expertise in structural assessment, seismic risk considerations, infrastructure resilience and construction supervision. The position supports the assessment, design review, rehabilitation, retrofitting and implementation of civil and structural projects to ensure life safety, structural integrity, operational continuity and infrastructure resilience.

Role objectives

The Civil Engineer – Earthquake / Seismic Engineering and Infrastructure will provide professional civil and structural engineering support for the assessment, design review, supervision and contract management of buildings, facilities and infrastructure projects. The incumbent will:

- Assess buildings, facilities and infrastructure for structural condition, operational suitability and earthquake vulnerability.
- Support the design, review, rehabilitation and retrofitting of civil and structural assets.

- Ensure that life-safety, structural-safety and seismic-resilience requirements are appropriately addressed.

- Supervise construction, repair, retrofit and infrastructure works to ensure compliance with approved designs and specifications.

- Review contractor submissions and provide technical recommendations.

- Support project planning, budgeting, procurement and contract administration activities.

- Coordinate multidisciplinary engineering activities supporting mission infrastructure projects.

- Maintain technical documentation and reporting related to structural assessments, infrastructure works and resilience measures.

Expected output:

Structural Assessment and Seismic Resilience

- Site investigations and structural assessments completed and documented.
- Building condition assessments and seismic vulnerability observations prepared.

- Life-safety concerns, structural deficiencies and mitigation recommendations identified and reported.

- Structural and seismic assessment reports prepared for management review.

Engineering Design and Technical Documentation

- Technical specifications, SOWs, BOQs, sketches, cost estimates and schedules prepared or reviewed.
- Technical inputs provided for repair, rehabilitation, retrofit and infrastructure projects.

- Design reviews and technical evaluations completed for civil and structural works.

- Contractor technical submissions reviewed and documented.

Construction Supervision and Contract Management

- Civil and structural works supervised and monitored throughout implementation.
- Contractor performance monitored for compliance with approved designs, specifications and schedules.

- Site inspections, measurements and quality observations conducted and recorded.

- Progress, cost and schedule performance monitored and reported.

Infrastructure and Project Support

- Structural repairs, retrofit works, drainage systems, foundations and infrastructure projects monitored and documented.
- Anchorage, bracing and protection measures for critical infrastructure reviewed and coordinated.

- Engineering budget inputs, procurement documentation and contract administration support provided.

- As-built records and handover documentation prepared and maintained.

Project reporting

The Civil Engineer – Earthquake / Seismic Engineering and Infrastructure will report to the Chief Engineer, EFMS, or designated supervisor. Reporting requirements include:

- Structural assessment reports.
- Site investigation and inspection reports.

- Seismic vulnerability observations and mitigation recommendations.

- Project progress reports.

- Technical review reports for contractor submissions.

- Cost, quality and schedule variance reports.

- Site instructions and technical notes.

- Handover documentation and completion reports.

- Lessons learned documentation for completed projects.

Reports shall be prepared in accordance with EFMS procedures, project requirements and mission reporting standards.

Key competencies

Qualifications:

- Advanced university degree (Master's degree or equivalent) in Civil Engineering, Structural Engineering, Construction Management, Architecture or a related field. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree (required).
- Additional specialization in structural assessment, seismic engineering, infrastructure resilience or related engineering disciplines (desired).
