Full Description

GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector: These qualifications must be clearly referenced in your resume. Formulating and executing an enterprise-wide fiscal budget for nationwide operations, including financial forecasts, expenditure projections, and trends analyses to guide strategic funding decisions concerning emergency acquisitions, reimbursable funding, and operational resource utilization; and Representing an enterprise at high-level meetings and consultations with the Office of the Chief Financial Officers (CFO), Office of Management and Budget (OMB), senior leadership, procurement officials, and other federal entities on funding requirements, appropriations execution, financial reporting requirements, acquisition funding integration, and enterprise fiscal planning; and Developing and reviewing multi-year federal appropriations funding recommendations and execution strategies for multimillion-dollar programs, ensuring technical accuracy, alignment with congressional intent, compliance with fiscal statutes, and support of executive leadership priorities; coordinated with congressional staff and agency leadership to finalize budget allocations and monitor compliance; and Developing and implementing enterprise-wide budget execution procedures, fiscal accountability mechanisms, internal financial controls, reporting frameworks, and standardized budget guidance governing disaster appropriations ensuring timely and accurate funding allocations. There is no education substitution for this grade level. If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Generally, time in Non-Pay status as a federal employee is not creditable towards the specialized experience requirement listed above. All qualification requirements must be met by 11:59 pm (Eastern Time) on 06/30/2026.
