AVIATION RESOURCES MANAGEMENT SPECIALIST
Full Description
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration & Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent. Examples of specialized experience is defined as managing all operations resource and aviation management activities by using the Aviation Resource Management System (ARMS) for all flying personnel in the origination and to provide training to reservists on the system.
OR EDUCATION: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants.
NOTE: You must submit a copy of transcripts. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of various aviation management programs, policies and aviation service eligibility directives. 2. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents. 3. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database. 4. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements. 5. Skill in inter-personal communication necessary to gain cooperation from others through tact, courtesy and diplomacy. 6. Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of pay policies and procedures.
OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Experience in Aviation Resource Management, Aviation Resource Management System, and other pertinent software is required. Experience in the Host Aviation Resource Management office is desired. 3. Incumbent may be required to fly in commercial or military aircraft to perform temporary duty assignments away from the normal duty station. 4. Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands. 5. Performs other related duties as assigned. 6.This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position 7. Superior Qualification incentive may be authorized for this position. 8. Incentive for prior non-federal work experience or active duty uniformed service for determining leave accrual rate may be authorized upon request. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
