## Job Description
SRD Center is building a roster of qualified technical experts, trainers, and capacity building specialists to support an upcoming assignment focused on integrating life skills, employability skills, digital literacy, entrepreneurship, and 21st-century skills into the national TVET system in Syria.
The assignment aims to support TVET system strengthening through skills mapping, curriculum development, Training of Trainers, institutional capacity building, monitoring and evaluation, and stakeholder engagement. The work may involve coordination with education and TVET institutions, government counterparts, employers, instructors, youth, and other relevant stakeholders.
Selected candidates may be considered for different technical and field-based roles depending on their qualifications and experience. The assignment may include remote technical work, field-level consultations, training delivery, reporting, and travel to selected governorates in Syria, subject to project needs and security/logistical arrangements.
## Tasks
Selected experts may be requested to carry out some or all of the following tasks:
- Support skills mapping and labour market analysis related to TVET, employability, entrepreneurship, digital skills, and 21st-century skills.
- Conduct or support desk review, stakeholder consultations, interviews, focus group discussions, and data collection activities.
- Contribute to the identification of skills gaps and priority competencies needed by TVET learners and graduates.
- Support the review, development, or adaptation of TVET curricula, training packages, learning materials, facilitation guides, and assessment tools.
- Design and/or deliver Training of Trainers programmes for TVET instructors, trainers, curriculum developers, and institutional staff.
- Facilitate workshops, validation meetings, and participatory technical sessions with relevant stakeholders.
- Support the development of monitoring and evaluation tools, indicators, reporting templates, and learning assessment mechanisms.
- Prepare technical reports, training reports, consultation summaries, and recommendations.
- Support coordination, logistics, quality assurance, and follow-up related to field activities and training implementation.
- Ensure that all activities are inclusive, youth-focused, gender-sensitive, and aligned with the Syrian TVET context.
## **Qualifications**
Interested candidates should have the following qualifications:
- University degree in education, TVET, curriculum development, workforce development, economics, labour market analysis, social sciences, business administration, entrepreneurship, monitoring and evaluation, digital learning, or another relevant field.
- Minimum of 5 years of relevant professional experience in one or more of the following areas: TVET, education reform, skills development, curriculum development, employability, entrepreneurship, labour market assessment, training, ToT, M&E, or institutional capacity building.
- For senior roles, at least 10 years of relevant experience and proven leadership in similar assignments is preferred.
- Experience in competency-based curriculum development, training package design, or integration of life skills, employability skills, digital literacy, or entrepreneurship into education/training programmes.
- Experience in designing or delivering Training of Trainers programmes and applying participatory/adult learning approaches.
- Experience in labour market assessment, skills mapping, stakeholder consultations, or sectoral analysis is an asset.
- Experience in developing M&E frameworks, indicators, data collection tools, or training evaluation tools is an asset.
- Previous work with TVET institutions, ministries, UN agencies, international NGOs, or development partners is an advantage.
- Experience working in Syria or similar fragile, conflict-affected, or recovery contexts is highly desirable.
- Excellent Arabic communication skills are required, especially for training, facilitation, and field-level engagement.
- Good English skills are required for technical documentation, reporting, and coordination; strong written English is an advantage.
- Willingness and availability to travel or support activities in different governorates in Syria, depending on project needs and security/logistical arrangements.
