**Job Highlight** Drive smooth Procurement operations by delivering reliable support, guidance, and services related to contracts, processes, and stakeholder collaboration. **About the Region** The Asia Pacific Regional Office, based in Bangkok, Thailand, provides strategic leadership and oversight for UNOPS operations across 17 countries, ensuring high performance, operational excellence, and alignment with organizational goals. Operations currently span Afghanistan, Bangladesh, Cambodia, China, India, Indonesia, Lao PDR, Myanmar, Nepal, Papua New Guinea, Pakistan, the Philippines, Sri Lanka, Thailand, Vietnam, and the Pacific Islands. Across these countries, we work closely with key stakeholders to strengthen partnerships and maximize impact through five main operating units: Afghanistan (AFCO), Myanmar (MMCO), South Asia Multi-Country Office (SAMCO), East Asia and Pacific Multi-Country Office (EAPMCO), and the Asia Regional Health Cluster (ARHC). Through these entities, we provide agile, client-focused service delivery across diverse sectors - including infrastructure, health, procurement, and project management - supporting the implementation of sustainable development solutions across the region. **About the Country/Multi-Country Office** The East Asia and Pacific Multi-Country Office (EAPMCO), headquartered in Bangkok, supports UNOPS operations across 24 countries in Southeast Asia, Northeast Asia, and the Pacific. Established in January 2023, EAPMCO provides strategic direction, operational support, and quality assurance to ensure the efficient and effective delivery of projects across its portfolio. EAPMCO implements initiatives in priority areas such as energy transition, climate change, and sustainable development, drawing on UNOPS' core expertise in human resources, procurement, infrastructure, fund management, and programme management. **Job Specific Context** Under the guidance and direct supervision of the Procurement Specialist, the Procurement Associate contributes to the provision of effective procurement services reflecting international public procurement best practices, compliance with UNOPS procurement policy, rules, regulations and procedures, ensuring appropriate risk management and obtaining the best value for money for the acquisition of goods, services and the contracting of works. He/she will carry out transactional procurement tasks, including preparation of solicitation documents, sourcing, evaluation of submissions, preparation of evaluation reports and processing of awards, processing of Purchase Orders, contract administration, and timely processing of supplier invoices, among others. The role requires a deep understanding of procurement policy and processes and the Procurement Specialist should be able to apply them to the appropriate situations. Maintaining the highest degree of personal and professional ethics, the Procurement Associate promotes a collaborative, client-focused, quality and results-oriented approach in the EAPMCO. The Procurement Associate works in close collaboration with the programme/project colleagues within PNG, across the EAPMCO, with UNOPS HQ personnel, particularly with the Procurement Group (PG), as well as other UNOPS stakeholders, to successfully deliver procurement services. **Role Purpose** The Procurement Associate provides efficient and timely support services in procurement and contract administration to the different programmes managed by their office. S/he promotes a quality-driven, client-focused and results-oriented approach to ensure compliance with UNOPS procurement rules, regulations, policies and strategies, while working and liaising with other procurement personnel and various other stakeholders, including programme support officers, chief technical advisors, portfolio managers, and portfolio assistants. In the discharge of their duties, the Associate, Procurement works with minimal supervision. **Functions / Key Results Expected** Procurement Transactions Support • Execute approved steps to embed sustainability in the procurement process. • Ensure complete submissions to the Contract and Property Committees (CPCs). • Ensure completeness of documentation for preparation/ processing of Purchase Orders (POs), Contracts, Long Term Agreements (LTAs), or their amendments. • Conduct routine market research to determine supply sources using the UN Global Market Place and other relevant external sources. • Set up, enhance or maintain the local supplier database, ensuring regular update of information databases and procurement files and records. • Generate status reports, as and when required. • Ensure the availability of all supporting documents for audit and review purposes.
