IRC worked in Haiti from 2010 to 2016, first launching an emergency response to the earthquake and then implementing programs for child protection, water and sanitation, health, women's protection and empowerment, and economic recovery in Port-au-Prince and beyond. Since the closure of its country office in 2016, the IRC has continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake. Haiti has been identified as one of the 20 countries most at risk of a new major humanitarian crisis – or significant worsening – in year IRC's 2023 to 2025 Emergency Watch List, due to its political instability, gang violence, increased food insecurity, epidemics and climate shocks that could lead to a rapid escalation of the humanitarian crisis. In early 2023, IRC reopened its operations in Haiti and scaled up its emergency response with a fully partner-led response in Port-au-Prince and surrounding communities.

The focus was on neighbourhoods heavily affected by gang violence as well as limited access to health care and services for survivors of violence and/or cholera hotspots. IRC is also engaging with partners in the Artibonite and West departments to address unmet needs in these areas.

IRC's Emergency Humanitarian Access Unit (EHAU) has led the initial emergency response and supported the establishment of a national program that can be fully transferred to the Latin American Region (LATAM).

**Job Description**

The Grants and Partnerships Coordinator is responsible for the efficient and timely management of a portfolio of grants from multiple donors, the development, maintenance and management of strong and diverse partners according to the IRC’s PEERS (Partnership Excellence for Equality & Results System) as well as donor regulations. He/she manages all functions of IRC Haiti's Grants & Partnerships Unit, including Partners Development and growth, proposal development, reporting, compliance with donor rules, and other administrative tasks.

He/she works closely with the MEAL Coordinator/ Sr MEAL Manager, the Operations, the Finance Department and the Program Sector Leads.

**Responsibilities**

**Proposal Development**

• In collaboration with the Deputy Director of Programs (DDP) and HQ Business Development colleagues, proactively identify new funding opportunities by monitoring and analyzing donor strategies and funding trends.

• Support the Deputy Director of Programs (DD) and Sector Leads in the development of new programs.

• Prepare and lead "Go/No Go" meetings for funding opportunities, as appropriate.

• Help ensure that Go/No Go discussions and program design are consistent with the SAP partnership ambition and program approach.

• In coordination with the Partnership Manager, proactively engage partners in program development efforts.

• Ensure strong and effective representation of IRC's partnership strategy, approach and management in donor proposals and reports.

• Oversee the development of all concept notes and proposals, acting as a senior editor or editor or delegating this responsibility to him/her. Develop effective process management tools for proposal development, including the participation of Partners.

• Clearly define and communicate the roles, responsibilities and timelines of each department. Facilitate effective interdepartmental coordination.

• Thoroughly review all proposal documents to ensure consistency of IRC and Partners’ narratives, logical frameworks and budgets.

• Serve as the point of contact with HQ during the review, editing and submission of proposals.

• Ensure that all proposal outputs are accurate, complete, of high quality and submitted on time.
