Horn Africa Consultants Firm (HACOF) is a regional development consultancy firm with operational presence across the Horn of Africa, including Kenya, Somalia, South Sudan, and Ethiopia. HACOF provides technical advisory, research, monitoring and evaluation, and programme management services to international development partners, donors, and implementing organisations working in fragile and conflict-affected settings.
HACOF is currently pursuing a number of competitive procurement opportunities across Somalia, Kenya, and the wider Horn of Africa region, spanning monitoring and evaluation and related technical advisory services. In anticipation of potential contract awards, HACOF invites expressions of interest from qualified individual consultants and technical experts across these thematic and geographic areas to join its roster of pre-qualified personnel.

**POSITION OVERVIEW**
The GESI Specialist will provide dedicated technical expertise to ensure that all MEAL activities, tools, analyses, and products systematically integrate gender, equity, and social inclusion considerations. The GESI Specialist will be mobilised at key phases of the assignment, including during the development of evaluation methodology and tools, data analysis, and reporting, and will contribute to the inception report's GESI mainstreaming strategy.
**Key Responsibilities**
- Conduct an initial GESI analysis of the programme's Results Framework to identify indicators, assumptions, and data gaps from a gender and social inclusion perspective and recommend approaches to address these in evaluation design.
- Design and advise on GESI-responsive data collection tools, including survey instruments, interview guides, and FGD protocols that are capable of capturing disaggregated data by gender, age, income/assets, clan, and other relevant social dimensions.
- Advise the Team Leader and Research Officer on sampling strategies that ensure adequate representation of women, youth, persons with disabilities, and other marginalised groups in data collection activities.
- Review and provide GESI-specific analysis and interpretation of data collected during TPM, Baseline, Midline, and Endline assessments, identifying patterns of inclusion, exclusion, and differential impact.
- Develop the GESI mainstreaming section of the assignment inception report and update it as required over the course of the assignment.
- Review draft evaluation reports and MEAL products for quality and accuracy of GESI content, providing written feedback and suggested revisions.
- Support the integration of GESI considerations into Outcome Harvesting session design and facilitation, including by ensuring that women's voices and marginalised perspectives are adequately captured.
- Advise the Communications Officer on GESI-sensitive storytelling and the ethical representation of women, youth, and vulnerable groups in communications products.
- Produce a stand-alone GESI analysis chapter or annex for each major evaluation report.
**Qualifications and Experience**
- A minimum of 5 years of professional experience in gender analysis and GESI mainstreaming in development programming contexts, with direct experience applying GESI to monitoring and evaluation systems.
- University degree in gender studies, social sciences, development studies, or a related discipline. A postgraduate degree is preferred.
- Demonstrated experience developing GESI-responsive data collection tools and producing gender-disaggregated analysis of programme data.
- Familiarity with intersectionality frameworks and their application to fragile and conflict-affected contexts.
- Prior experience in Somalia or the wider Horn of Africa is strongly preferred.
- Knowledge of Somali social structures, including clan dynamics, and their implications for women's participation and civic engagement, is a significant advantage.
- Strong writing skills in English with experience producing GESI analysis for donor and programme management audiences.
