**ABOUT NONVIOLENT PEACEFORCE**
Nonviolent Peaceforce (NP) is an international, non-partisan organization established in 2002, dedicated to reducing violence and promoting gender-responsive civilian protection. In the Philippines, NP has been a key partner in the peace process with the Moro Islamic Liberation Front (MILF) and, since 2009, has been the first international NGO member of the International Monitoring Team under the Civilian Protection Component.
NP implements unarmed civilian protection strategies, strengthens community-based peace mechanisms, facilitates inclusive dialogue, monitors safety and ceasefire concerns, and provides protective accompaniment. It works closely with governments, communities, UN agencies, NGOs, and the private sector to advance its protection mandate and gender-responsive peacebuilding initiatives.
**PROJECT CONTEXT**
The **BABAE Project (Babaeng Bangsamoro, Arkitekto at Ehemplo para sa Pagbabago)** is implemented by Nonviolent Peaceforce (NP) in partnership with UNFPA Philippines and supported by the Government of Japan. The project aims to protect and empower women and girls by addressing gender-based violence (GBV), improving access to sexual and reproductive health and rights (SRHR) services, and strengthening community-based protection mechanisms across 86 barangays in BARMM.
Despite ongoing interventions, gaps persist in awareness, access to services, and timely help-seeking behavior due to stigma, cultural barriers, and limited access to reliable information. To address this, NP will implement the **“Her Voice, Her Rights” Radio PSA Campaign**, leveraging radio as a strategic platform to deliver consistent, culturally appropriate, and rights-based messaging over a 8-month period.
**PURPOSE OF THE CONSULTANCY**
The consultancy aims to engage a qualified **Content Development and Production Consultant** to design, develop, and produce high-quality **radio Public Service Announcements (PSAs) or infomercials** that are culturally sensitive, gender-responsive, and aligned with GBV and SRHR standards.
The consultant will ensure that all content effectively communicates key messages, promotes behavior change, and supports increased awareness and service uptake within target communities.
**SCOPE OF WORK**
The consultant will undertake the following tasks:
**1. Content Development**
- Develop concept notes and messaging frameworks aligned with BABAE Project objectives
- Draft three (3) PSA scripts (30 seconds each) in Filipino
- Integrate GBV, SRHR, WFS services, and referral pathways into messaging
- Ensure survivor-centered, rights-based, and culturally appropriate content
**2.** **Technical Review and Coordination**
- Collaborate with NP, UNFPA, and relevant technical experts (GBV, SRHR, MHPSS)
- Revise scripts based on feedback and validation processes
**3. Production**
- Lead recording, voice direction, and audio production
- Ensure high-quality editing, mastering, and finalization of audio outputs
- Produce multiple versions/formats for varied airtime use
**4. Localization**
- Ensure accurate translation and contextualization into local languages
- Adapt tone and messaging to target audience context in BARMM
**METHODOLOGY**
The consultant will apply a participatory, iterative, and technically guided approach, including:
- Desk review of project documents and communication materials
- Consultation with technical experts and stakeholders
- Message testing and validation (where feasible)
- Application of Do No Harm, gender-responsive, and survivor-centered principles
- Continuous coordination with NP for quality assurance
**DELIVERABLES**
The consultant is expected to deliver:
1. Inception Report (including workplan and content framework)
2. PSA Scripts (15s 30s versions) in the Filipino language
3. Final Audio Outputs (fully produced and broadcast-ready)
4. Revised Versions incorporating technical feedback
5. Completion Report summarizing outputs and recommendations
**PROFESSIONAL FEE AND PAYMENT TERMS**
The total professional fee for the consultancy is **PHP 85,000**, inclusive of:
- Script development and technical revisions
- Voice talent coordination and direction
- Audio production (recording, editing, and mastering)
- Translation and localization
**Payment Schedule (Two Tranches):**
- **First Tranche – 30% (Mobilization Payment):**
To be released upon contract signing and submission of the **Inception Report**, including the workplan and initial script drafts.
- **Second Tranche – 70% (Final Payment):**
To be released upon submission and approval of all **final deliverables**, including finalized scripts, broadcast-ready audio outputs, and the completion report.
All payments are subject to Nonviolent Peaceforce’s financial and procurement policies, and the submission of complete supporting documents.
**QUALIFICATIONS**
The consultant should have:
- Proven experience in radio production, media, or communications
- Strong background in developing IEC materials on GBV, SRHR, or social development issues
- Demonstrated understanding of gender, protection, and cultural sensitivities in BARMM or similar contexts
- Experience in audio production, scriptwriting, and voice direction
- Ability to produce content in local languages is highly desirable
- Strong coordination and communication skills
**REPORTING LINE**
The consultant will report directly to the **Project Coordinator/Manager** of Nonviolent Peaceforce and will closely coordinate with the program and communications team.
**DURATION OF ENGAGEMENT**
The consultancy will cover the **content development and production phase (approximately 3 –5 weeks)** within the overall campaign timeline (June 2026 to January 2027).
