**Position Summary**
The Syria WASH Sector, led by UNICEF, seeks to deliver a coordinated, effective, and principled humanitarian WASH response. At the subnational level, a coordination platform has been established in Qamishli to serve the Hassakeh and Raqqa governorates.
The organization has been selected as the NGO Co-Lead, complementing UNICEF's leadership by representing NGOs, fostering inclusivity, and supporting efficient coordination.
The key responsibilities of the Subnational WaSH Sector Co-Coordinator are to:
• Support UNICEF in leading and facilitating effective WASH coordination across Hassakeh and Raqqa.
• Ensure that NGOs and local partners are represented across all coordination platforms.
• Promote transparent, evidence-based decision-making to strengthen the overall WASH response.
• Liaise directly with all relevant stakeholders, partners and WASH sector at national and sub-national levels
The employee is also required to;
1. Remain aware of and comply with safety and security regulations/procedures and bear responsibility for personal safety and security while under contract.
2. Comply with the organization Policies which includes but not limited to Safeguarding Policy, Code of Conduct and other organizational and HR policies.
3. 5. Depending on specific role and responsibilities, may be requested to comply with the terms of additional policies, guidelines and related regulations, as and when necessary.
**Key Responsibilities**
**1.Coordination and Service Delivery: 45% of the time**
- Co-organize subnational coordination meetings, including agenda preparation, invitations, meeting facilitation, minute taking and preparation.
- Facilitate technical and operational discussions on sector vulnerabilities and responses.
- Coordinate regularly with WASH Partners, local authorities and stakeholders at the subnational level.
- Represent NGOs in intersectoral coordination platforms at the subnational level.
- Attend and represent Qamishli subnational sector at central level WASH Sector Meetings.
- Regular pro-active bilateral communication with all partners to ensure gaps and duplication are avoided in partner response activity.
**2. Information Management and Strategic Decision Support: 35% of the time**
- Support the collection, validation, and dissemination of WASH sector data, including 5Ws, needs assessments, gap analyses, and vulnerability mapping. Work closely with IM focal points to ensure timely updates from partners and provide consolidated sub-national analysis to the national level. Monitor emerging trends and escalate critical operational issues.
- Rationale & Impact: Improves evidence-based decision-making at both sub-national and national levels, ensuring that WASH interventions are targeted, relevant, and responsive to evolving needs.
**3. Advocacy, Preparedness, and Accountability: 15% of the time**
- Support advocacy efforts by raising key operational and access challenges from sub-national level to national coordination platforms. Contribute to contingency planning and preparedness activities, including capacity assessments and training needs identification.
- Advocate for principled humanitarian access, funding, and resources for underrepresented community needs.
- Promote Accountability to Affected Populations (AAP) and support feedback and complaint mechanisms across partners.
- Rationale & Impact: Strengthens humanitarian advocacy, improves emergency preparedness, and ensures affected populations are actively engaged and informed in the response.
**4.OTHER RESPONSIBILITIES AS ASSIGNED: 5% of the time**
- Undertake any additional coordination or representation tasks required by the WASH Sector Lead Agency or senior management to support sector effectiveness.
**Required Qualification, Skills and Experience**
- University degree in Water, Sanitation and Hygiene (WASH), Environmental Engineering, Civil Engineering, Public Health, Urban Planning, or a related field Or equivalent combination of education and work experience in humanitarian WASH coordination and programming
- Minimum 5 years of professional experience in WASH programming or humanitarian coordination.
- Proven experience working with NGOs, UN agencies, local authorities, or humanitarian coordination mechanisms
- Strong experience in inter-agency coordination, preferably within cluster/sub-cluster systems
- Experience in information management (5Ws, assessments, gap analysis, reporting)
- Experience facilitating technical meetings, workshops, and multi-stakeholder discussions
- Strong written and verbal communication skills in Arabic and English
- Understanding of humanitarian principles, coordination architecture, and program cycle management
- Ability to analyze field data and translate it into coordination and strategic recommendations
**Desirable:**
- Postgraduate qualification in Public Health, Water Engineering, Humanitarian Affairs, Development Studies, or related discipline. Training in humanitarian coordination systems (e.g., cluster approach, PCM, IM tools, AAP, SPHERE standards). Project management or monitoring and evaluation certification
- Experience working in complex emergency or conflict-affected settings, preferably Syria or similar contexts
- Familiarity with WASH sector standards (SPHERE, national guidelines, UNICEF WASH frameworks)
- Experience in advocacy and donor reporting processes
- Experience supporting accountability mechanisms (AAP, feedback systems)
- Experience working with remote management and cross-border coordination structures
- Advanced facilitation, negotiation, and stakeholder engagement skills
- Experience supporting contingency planning and emergency preparedness
