Full Description
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
• Manage an integrated supply and logistics structure which involves liaising and working closely with
logistics team in country office and hubs, and Oxfam wider team.
• In coordination with HPC/Program Manager and AMs to ensure preparedness plans are in place and to
ensure that all logs actions have been taken in order to have respond in timely and effective manner.
• Generate and lead the in-country implementation/ for Supply & Logistics policies and procedures and lead
on Supply & Logistics strategy development in line with Oxfam OCS.
• Build relations, advocacy, inter-relations with other NGOs, UN bodies and commercial companies on
logistics / supply issues.
• Represent at key international, UN, and national fora on logistics.
People Management and Development:
• Conduct periodical meeting weekly and monthly with hub supply and logistics team members, to ensure
department objective is being delivered.
• Provide technical and team management support to line reports in order to increase efficiency and
effectiveness.
• Develop the Supply & Logistics staffing plan; Identify skills and knowledge needed,
• Manage Supply & Logistics recruitments in-country including casual labor, in line with Oxfam Policies and
local laws and regulations
• Periodically review and revise Supply & Logistics team members Job description.
• Manage, develop, and monitor line reports team members objectives and performance, and ensure all
supply and logistics team members objective are set up and performance review is being performed
periodically.
• Analyze the learning and development needs of self and others in Supply & Logistics Team.
• Support staff in their career development and progression.
• Manage the process of Supply & Logistics induction and training of newly recruited staff.
• Supervise HUB offices Supply & Logistics team technically,
Reporting:
• Ensure visibility of the Supply & Logistics function and activities, by collating and disseminating Supply &
Logistics reports on timely manner.
• Tailor information on supply chain performance and use a range of approaches to influence different
management audiences.
• Use tools/systems, including KPIs, to review and analyze the supply chain and processes regularly to
identify key risk and improvement areas.
• Identify and develop KPI to be used in the supply and logistics department, and provide further analysis of
how to improve and/or maintain good KPIs.
• Advise management line on identified areas of risk.
• Anticipate and coordinate requirements for institutional donor reporting.
Partnership:
• Lead on LNGO capacity assessment and monitoring of Supply & Logistics capacity in partner organisations.
• Manage, develop, and implement learning interventions for partners.
• Implement capacity building plans, by either directly delivering, or identify alternative option
• In collaboration with country Supply & logistics management:
• Continuously look at Supply related areas where affiliates can consolidate their efforts, for example in (but
not limited to) supply chain management, people management, shared services (suppliers, consolidated
procurements, etc.)
Reporting and Planning:
• In collaboration with programme leads, design an appropriate supply structure, in line with Oxfam
standards and procedures:
• Throughout the project cycle, provide information for the (re-)planning of supply activities, including in the
early stages of new programmes and donor proposals.
• Periodically review the effectiveness and quality of the supply process.
• Maintain a risk register for the supply chain in projects and prepare mitigating actions.
• Use supply chain information systems to analyse and select data to prepare management information.

Procurement:
• Working together with procurement team to identify supplier performance KPI and providing guidance and
training to procurement and programme staff on how to implement the evaluation.
• Work closely with supply and logistics support in Oxfam regional offices and executing affiliate NODE to
ensure appropriate support is delivered to all of the country office in order to carry our supply and logistics
function to the most cost effective manner.
• Incorporate gender and diversity sensitivities into the day to day operations of logistics processes and
procedures.
• Ensure that all procurement process in country are carried out in line with Oxfam process and procedures
and ensure efficiency and effectiveness.
• In coordination with AM, procurement team, and other stakeholder, to review the RO tracker and identify
delays and propose proper solution and mitigation measures
