ASSESSMENT FACTORS 1. Establishes priorities and oversees the coordination of work across assigned projects or programs to achieve timely and positive outcomes. 2. Explains complex relationships, technology, ideas, issues and solutions related to finance and acquisition or strategy, engagement and evaluation in terms that are understood by and meet the needs of stakeholders and affected parties. 3. Ensure standardization and communication of the processes associated with contract support requirements development, validation, and/or approval. 4. Develop, integrate, and/or promulgate policy, doctrine, procedures, and guidance that conforms to law and make recommendations for improvement or implementation of policies and concepts. 5. Directs and recommends procurement strategy and contract execution expertise across the enterprise to organizational stakeholders and leadership. HIGHLY DESIRED SKILLS 1. Possesses or has possessed a Contracting Officer’s Warrant & Other Transaction Agreement Warrant 2. Has experience leading complex source selections as a Contracting Officer. 3. Has experience working with Major Defense Acquisition Programs & Service Category Acquisitions This position is considered an Acquisition Workforce (AWF) position under the Defense Acquisition Workforce Improvement Act (DAWIA). Accordingly, the position's occupant must be certified with the appropriate DAWIA certification based on mission requirements for the position. If the selectee does not currently possess the required DAWIA certification upon entry into the position, selectee will be given 36 months to achieve certification. This position requires DAWIA Contracting Professional Certification. (Only for 1102 positions): Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions: https://www.acq.osd.mil/asda/dpc/news/docs/2020/USA001769-20-DPC.pdf This is a Critical Acquisition Position (CAP) which requires the following position requirements prior to selectee assignment: 1. DAWIA Contracting Professional Certification or equivalent certification, 2. 4 years of acquisition experience, 3. must execute 3-year tenure agreement. The selectee must meet DAWIA and acquisition experience requirements at the time of assignment unless a waiver is granted by DIA’s Senior Acquisition Executive. **PLEASE NOTE: The language in this section regarding DAWIA certification supersedes legacy language found in the "Position Requirements" section of this vacancy announcement and only applies to the GG14 & GG15 grade levels.**
