**JOB OVERVIEW:** The Statewide Partnership Development Manager (SPDC) is responsible for building, strengthening, and coordinating cross-sector partnerships to support the statewide implementation of family support services across all 11 Regional Network Hubs (RNH). This role plays a critical function in aligning service providers, reducing duplication, and ensuring immigrant families have access to coordinated, culturally responsive support systems. The SPDC will lead partnership development with local and county governments, school districts, community-based organizations, healthcare and legal providers, and other key stakeholders. The role supports the development of referral pathways, facilitates cross-hub collaboration, and elevates best practices that enhance service coordination and align with CDSS priorities. **Major Responsibilities:** **Statewide Partnership Development & Relationship Management** - Build and maintain strong, trust-based partnerships with: - Local and county government agencies - School districts and education systems - Community Health Workers/Promotores networks - Community-based and ethnic community-based organizations (ECBOs) - Healthcare, behavioral health, and legal service providers - Serve as a primary liaison between IRC, Regional Network Hubs, and external stakeholders - Strengthen and expand coalitions and cross-sector collaboration networks to support immigrant families **Referral Pathways & Service Coordination** - Support development and implementation of standardized and regionally adapted referral systems - Identify and address gaps in service delivery and access, particularly for high-need populations - Promote warm handoffs and coordinated care models across service providers - Contribute to the development and maintenance of a statewide resource and referral map **Cross-Hub Collaboration & Systems Alignment** - Facilitate communication and coordination across the 11 Regional Network Hubs - Support regional and statewide convenings, learning sessions, and partnership meetings - Ensure alignment between partners, reducing duplication and strengthening system efficiency - Share best practices and lessons learned across regions to support continuous improvement **Community Engagement & Outreach** - Promote awareness of Regional Network Hub services among: - Community stakeholders - Service providers - Coalition networks - Support culturally and linguistically appropriate community engagement strategies - Elevate community voice and feedback through engagement with CHW/Ps, CABs, and partners **Technical Assistance & Capacity Building** - Provide training and guidance to Family Support Specialists and partners on: - Partnership development strategies - Effective referral systems - Cross-sector collaboration - Support onboarding of new partners and strengthen capacity of existing networks - Collaborate with program and technical teams to ensure consistent partnership practices statewide **Strategic Analysis & Continuous Improvement** - Analyze partnership networks to identify: - Service gaps - Duplication of efforts - Opportunities for improved coordination - Elevate best practices in partnership building and coalition management - Support data-informed decision-making in collaboration with MEAL and program teams **Job Requirements:** **Education** - Bachelor’s degree required in Public Administration, Social Work, International Development, Community Development, or a related field - Master’s degree preferred in a relevant field (e.g., Public Policy, Nonprofit Leadership, or similar) - Equivalent combination of education and experience may be considered **Experience** - Minimum 5–7 years of experience in partnership development, coalition building, or community engagement within nonprofit, public sector, or social services environments - Demonstrated experience working with cross-sector partnerships, including government, healthcare, education, and community-based organizations - Experience working with immigrant, refugee, or vulnerable populations strongly preferred - Proven experience supporting multi-partner or multi-site initiatives, ideally at a regional or statewide level - Experience developing or managing referral networks and coordinated service systems - Experience facilitating stakeholder meetings, convenings, and collaborative initiatives **Core Competencies** - **Partnership Development & Coalition Building** Strong ability to build and sustain relationships across diverse stakeholders and systems - **Systems Coordination & Strategic Thinking** Ability to align multiple partners and services into cohesive, efficient systems - **Community Engagement & Cultural Competency** Deep understanding of culturally responsive engagement, particularly with immigrant communities - **Facilitation & Communication** Excellent ability to lead meetings, convenings, and cross-sect
