Overview of position
About the CTG Talent roster:
- The CTG Talent Roster is a pre-vetted talent pool designed to support rapid deployment when suitable assignments arise with development, humanitarian, government, and institutional partners. Joining the roster is not an immediate job offer. Candidates who successfully complete screening may be contacted for future opportunities that match their expertise, availability, mobility preferences, and commercial expectations.
- Roster membership is typically valid for up to three (3) years and may be renewed based on continued relevance of experience, candidate availability, performance feedback, and programme demand. Rostered candidates may be considered for short-term, long-term, on-site, hybrid, or advisory assignments across multiple regions, including the Middle East, Africa, Asia, and other locations, depending on project needs.
Purpose of the role:
- To provide mid-to-senior technical advisory support in urban planning, spatial development, master planning, urban design, and city transformation initiatives aligned with national development strategies, sustainable urbanisation objectives, and SDG priorities.
Roster Duration
- Up to 3 years, renewable based on continued relevance, availability, performance feedback, and programme demand.
Potential Duty Stations
- Multiple locations globally, with potential assignments in the Middle East, Africa, Asia, and other regions, including Saudi Arabia depending on programme requirements.
Contract Type
- This vacancy is to create a pre-vetted roster. Based on client/project needs, different contract modalities may be used, including fixed-term, project-based, consultancy, retainer, remote, hybrid or on-site assignments.

Role objectives
Urban Planning & Design
- Lead or support the development of strategic spatial plans, master plans, structure plans, urban regeneration frameworks, and city transformation strategies.
- Integrate land use, mobility, infrastructure, housing, public realm, economic development, environmental sustainability, and climate resilience considerations into planning outputs.
- Contribute to smart city, transit-oriented development (TOD), walkability, liveability, public space, and urban design initiatives.
- Support preparation of urban design guidelines, planning standards, zoning inputs, development control principles, and implementation roadmaps.
- Review urban development proposals, masterplans, concept designs, and feasibility studies for technical quality, design coherence, and policy alignment.
Policy & Advisory
- Provide technical advisory support to government counterparts, municipalities, planning authorities, development authorities, and programme partners on urban reform and spatial planning systems.
- Translate urban planning analysis into practical policy advice, implementation options, and decision-ready recommendations.
- Support alignment of planning outputs with national strategies, Vision-style transformation programmes, SDGs, sustainability commitments, and institutional mandates.
- Contribute to reforms related to spatial planning governance, development approvals, local planning, land use regulation, and metropolitan coordination.
Stakeholder Coordination
- Engage with ministries, municipalities, private sector partners, development agencies, design consultants, and community stakeholders as required.
- Facilitate workshops, design reviews, charrettes, stakeholder consultations, and participatory planning sessions.
- Support coordination across urban planning, infrastructure, transport, environment, economic development, and data/analytics stakeholders.
Monitoring, Reporting & Knowledge
- Prepare or contribute to concept notes, technical reports, planning briefs, presentations, dashboards, policy notes, and knowledge products.
- Document lessons learned, good practices, and implementation risks related to urban planning and city transformation.
- Support progress monitoring, technical review, and reporting against agreed workplans and deliverables.
- Keep up to date with latest trends, tools and good practices in urban planning, spatial development, master planning, urban design and city transformation, including participation in relevant professional networks, conferences or knowledge platforms where feasible.
Project reporting
This role reports to the line manager.
Key competencies
Education:
- University degree in Urban Planning, Architecture, Urban Design, Regional Planning, Urban Development, or a related field.
- A Master’s degree is preferred for senior advisory assignments.
Experience:
- 5-20 years years of progressively responsible experience in urban planning, urban design, spatial development, regional planning, or related disciplines.
- Candidates will be assessed and aligned to appropriate assignments based on their level of experience, technical depth, and seniority.
