MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Partners effectively with stakeholders to drive adoption and addresses blockers to ensure successful implementation. EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university. TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated knowledge of the Foundation GEOINT requirements process. 2. Expert understanding of the U.S. Department of War, with demonstrated leadership and deep expertise in the international aeronautical navigation community. This includes familiarity with organizations focused on aeronautical safety of navigation policies and programs, and the application of photogrammetric practices. In-depth knowledge of inter-organizational collaborations, including non-governmental organizations (NGOs), multi-lateral, and bi-lateral arrangements that govern aeronautical SON processes. 3. Demonstrated ability to mentor/grow the next generation of Aeronautical Analysts, and the ability to establish continuing tradecraft program to ensure significant workforce advancement within aeronautical navigation, instrument procedure design, source collection and database expertise. 4. Understanding of aeronautical safety of navigation related organizations, policies, regulations, programs and modernization initiatives. 5. In-depth technical knowledge of GEOINT collection and processing methods as applied to aeronautical navigation data, products, and services. 6. Proven executive-level leadership managing large-scale organizations with 50+ personnel (direct or indirect reports), overseeing complex projects, operations, or production systems, including budgeting, resource allocation, and contract management. Knowledge of Department of War and Intelligence Community requirements and budget processes to include agency level Programming, Planning, Budgeting, and Execution (PPB&E) efforts, the requirements adjudication process, and the Under Secretary of Defense for Intelligence and Security (OUSW I&S) Military Intelligence Program (MIP) funding profile for SON missions. 7. Demonstrated interpersonal skills and excellent writing, presentation, and public speaking skills, including the ability to tailor communication of highly technical content to a variety of audiences. In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Demonstrated experience and leadership in aviation operations with subject matter expertise regarding aeronautical navigation to include electronic charts, digital publications, dissemination requirements, and the regulatory environment that governs military, domestic, and international aeronautical operations, to include experience developing and maintaining relationships with partners from the military services, industry, and academia both foreign and domestic. 2. Demonstrated experience in the collection and analysis of foreign and domestic aeronautical information, and its translation into digital output to produce traditional graphic navigational charts, and formatted data for advanced mission planning systems and on-board automated flight management systems. 3. Demonstrated expertise in the provisioning of aeronautical cartographic information including the design, production, and management of aeronautical geospatial information to meet user needs. This includes demonstrated expertise in ISO 9001 Quality Management, Radio Technical Commission for Aeronautics (RTCA) DO-200 and DO 201, and FAA Advisory Circular 20-153. Working knowledge of product distribution systems (printing, web presence, app development), and data assurance.
