**CRS Request for Proposal** **RFP# 2011586** Dear Sir/Madam, ## Subject: Request for Proposal: Catholic Relief Services (CRS) is an international non-governmental organization, based in the United States, and has been registered in Lebanon since 2007. CRS has been supporting many humanitarian projects in Syria. 1. **Objective:** As part of the global support provided to the government in Syria, CRS seeks a qualified **Safeguarding Consultant** to support the development, revision, and operationalization of comprehensive safeguarding systems in line with **national legislation and internationally recognized safeguarding standards**, while ensuring strong coordination between CRS and the relevant government institution. The overall objective of this consultancy is to **design, revise, and support the implementation of an institution-wide safeguarding policy and procedures framework**, and to serve as a liaison between the relevant government institution and CRS to ensure compliance, coordination, institutional ownership, and sustainability of safeguarding systems. The full technical details can be found under The SOW **Annex.1** **2. Consultant Qualifications and Competencies as illustrated in the Annex.1 SOW** - Eligibility: This consultancy is open to Syrian nationals only. - Advanced degree in Law, Social Sciences, Human Rights, or related field - Minimum 2 years’ experience in Safeguarding or child protection systems, is preferred. - Experience working with government institutions and NGOs - Strong drafting, facilitation, communication and coordination skills - Demonstrated knowledge of national protection laws and international safeguarding standards, is preferred. - Fluent in Arabic and English - Strong analytical and organisational skills - High ethical standards and confidentiality - Stakeholder engagement skills - Results-oriented and detail-oriented approach. **3. Proposal Submission Requirements:** Interested consultants are invited to submit the following: - An updated Curriculum Vitae (CV). - A proposal to complete the SOW deliverables, highlighting the number of days needed for each point of the SOW and deliverables. - Copies of contracts for similar consultancy assignments within the past 3 years, is preferred. - Samples of similar work, such as safeguarding or protection policy drafts or related documents, that demonstrate the consultant’s relevant experience, is preferred. - Sign Annex.1 Scope of Work - Sign Annex.2 CRS code of Conduct. - Fill and sign Annex.3 financial proposal **4. Bid Submission:** bid/offer must be complete and responsive. A bid/offer will be deemed complete and responsive if it has been signed, stamped, it is completed, and all required documents have been submitted in accordance with ***(3. Instructions to Suppliers/Vendors** 1. **Description:** A Price quotation stating all relevant information and general conditions of your proposal. 2. **Cost of Providing Quotes:** Suppliers/Vendors shall bear all costs associated with the preparation and submission of the quote, and CRS will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation. **6. Solicitation Documents** **Clarification of Solicitation Documents:** Suppliers/vendors requiring any clarification on the Request for Proposal may notify CRS in writing. Preparation of Quotes** 1. **Language of the Quote:** The quote prepared by the supplier/vendor and all correspondence and documents relating to the quote exchanged by the supplier/vendor and CRS shall be in English or Arabic. 2. **Offer Currencies/Offer Prices:** All prices shall be quoted in USD. Interested candidates shall specify the USD rate per working day. 3. **Period of Validity of Quotes:** The quote shall remain valid for two months after the closing date prescribed by CRS. A quote valid for a shorter period may be rejected as non-responsive. **b. Clarification of Quotes:** To assist in the examination, evaluation and comparison of Quotes, CRS may at its discretion ask the Supplier/Vendor for clarification of its quote **7. Evaluation:** Received bids/offers will be evaluated using a 2-stage process: - **Responsiveness \[Pass/Fail\]:** bid/offer must be complete and responsive.
