**JOB CONTEXT:**
HI has been present in Kenya since 1992, implementing interventions on Health and Rehabilitation, Social and Economic Inclusion, Inclusive Education, Protection, and Inclusive Humanitarian Action. HI implements projects within the Dadaab Refugee Camp and host communities in Garissa Region, Kakuma Refugee Camp & Kalobeyei Settlement Scheme, Turkana West Region, and greater Nairobi.
Within the ECHO-funded **"Improving protection outcomes for at-risk refugees and host communities through integrated and evidence-driven actions in Dadaab, Kakuma/Kalobeyei and Nairobi,"** implemented in a consortium with other partners, HI is responsible for strengthening disability-inclusive protection. HI’s goal is to ensure that persons with disabilities, one of the most vulnerable groups in the refugee camps, can access life-saving protection services and participate safely in their communities. Key results include providing inclusive protection case management and rehabilitation services to over 9,200 individuals, delivering assistive devices and rehabilitation therapy to enhance mobility and independence, and building the capacity of community structures and partners to identify, refer, and support persons with disabilities, ensuring their equitable inclusion in the broader protection response.
Under the **Area Manager’s** supervison, the **Technical Officer** (TO) implements HI’s mandate (StratOp) locally. By providing technical expertise, the TO ensures high quality project impact and collaborates closely with the program’s technical team. They also mentor and train the project to ensure the effective delivery of technical activities.
**YOUR MISSION:**
**1. Technical Guidance and Project Support**
- Provide technical guidance and support to the project team and specialists in accordance with sectoral frameworks and standards.
- Ensure project activities align with internal quality standards, proposing adjustments or improvements as necessary.
- Adapt project documentation to meet global technical norms and standards.
- Support regular technical reporting by collecting and analysing sectoral data in collaboration with the Project and MEAL teams.
- Coordinate with technical partners as delegated by the Specialist or Project Manager.
**2. Technical Learning and Quality Assurance**
- Facilitate information sharing between field teams and global specialists; collaborate with technical divisions as required.
- Collect data and evidence for capitalization exercises, lessons learned, and scientific documentation.
- Implement audit recommendations and technical guidelines to enhance project quality.
- Ensure the relevance and quality of activities within the area of expertise through self-evaluations and participation in formal evaluation cycles.
- Propose research topics, oversee data collection for studies, and contribute to Terms of Reference (ToR) for evaluations.
- Anticipate "Nexus" adjustments by maintaining a deep understanding of evolving norms and standards.
**3. Sectoral Animation and Capacity Building**
- Support technical recruitment by conducting interviews and providing hiring recommendations.
- Lead technical training sessions and contribute to the professional skills development plan for sectoral staff.
- Identify training and coaching needs to help develop a local talent pool; act as a third-party assessor when required.
- Facilitate communities of practice and professional development in collaboration with the Technical Division.
- Design operational data collection tools to ensure robust monitoring and measurement of project completion.
- Oversee data processing to ensure compliance with IM, MEAL, and sectoral technical council principles.
**4. Technical Influence and Business Development**
