To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Prospectus-level leasing, land acquisition and disposition, land use, special real property projects Implementing policies and procedures for those programs Participating in reviews and requests Provides guidance to field staff and conducting training Drafting correspondence related to projects. Creating and conducting presentations to leadership, both verbally and in writing There is no educational substitution for the GS-13 level. Examples of specialized experience would typically include but are not limited to: Managing numerous projects within one or more of ORP's programs Leading a cross-functional project team, establishing project plans and schedules, achieving milestones and communicating effectively with internal and external stakeholders Ensuring that Departmental policy, regulations, and operational decisions are continually reflected in ORP's programs as they relate to the managed projects Monitoring project performance, client comments and concerns, operational considerations Conducting studies, chairing working groups, and developing new approaches, alternatives, and recommendations for improvement Communicating effectively with the project team to ensure that environmental, historic, community, legal Working directly with a variety of contractors for project support Representing the office in meetings with officials from VA Central Office, Medical Centers, National Cemeteries, state and local government officials, and other stakeholders There is no educational substitution for the GS-14 level. Physical Requirements: The work is primarily sedentary with regular and recurring travel to proposed and ongoing construction sites. Site visits require the ability to walk over rough terrain, climb ladders and crawl in often tight spaces. To be qualified you must submit appropriate documentation (a copy of the agency notice, your most recent performance rating, and your most recent SF-50 noting current position, grade level, and duty location) and be found well-qualified for this vacancy. To be found well qualified, applicants must meet the following qualifications: At least 3 years of real property leasing experience Mastery of the advanced principles and available tools for project management, evidenced by a project/program management certification, Lease Certification Program (LCP) Level I certification, or other applicable credential Demonstrated experience in coordinating and interacting with high-ranking officials from the private sector (land owners, realty personnel, attorneys) and managing progress through attaining project milestones Directing administrative, technical, acquisition, and management activities to manage real property portfolios through leasing, acquisitions, dispositions, and/or reuse Information about ICTAP and CTAP eligibility is on OPM's Career Transition Resources website at http://www.opm.gov/policy-data-oversight/workforce-restructuring/employee-guide-to-career-transition/. Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington DC, Gurnee, IL, Vallejo, CA, or another approved Department of Veterans Affairs staff offices (including CFM regional offices and other approved VA staff office locations). This includes all locations that fall within a 50-mile driving distance from 810 Vermont Ave NW, Washington, DC 20420; Construction & Facilities Management Regional Office - Central, 1425 Tri-State Parkway, Suite 140, Gurnee, IL 60031; or Construction & Facilities Management Regional Office - West, 400 Mare Island Way, Suite 100, Vallejo, CA 94590. Location Negotiable: Location is negotiable among VA-approved staff offices, subject to space availability and management approval. Applicants without an existing assigned VA staff office must be located within 50 miles of the CFM regional office locations listed above to be considered. This is not a remote position.
