PROJECT DESCRIPTION
UNDP was one of the founding implementing agencies of the Global Environment Facility (GEF), and to-date UNDP stands committed to the GEF partnership to scale up innovative finance and leverage new investments to meet the urgency of the global environment and development challenges.
In Kazakhstan, the energy sector is the largest contributor of 79.9% to the total GHG emissions (281,9 Mt CO2e), achieved a 12.5% reduction since 1990, but dominates in the total GHG emissions due to the combustion of fossil fuels (mainly brown coal), the main source of energy supply in the country. According to the 2023 structure of final consumption report, the housing sector accounted for the largest share, a 35,7 percent, and ranked as the first-largest final energy consumer (about 13% of electricity and 50% of thermal energy in the final consumption).
Considering recent approval of the PIF, UNDP initiated preparation and submission of a Project Document (ProDoc) to GEF-8 in the field of Smart grid approach.
SCOPE OF THE WORK
The National Consultant will carry out his/her work (all tasks indicated below) in full coordination and cooperation with the International Consultant selected for the corresponding assignment and other National Experts to be involved:
• In coordination with the international expert prepare of stakeholder consultations report document the inputs to inform the design and development of the ProDoc;
• Gather and systematize baseline information relevant to and necessary for the design of the proposed project, including but not limited to:
o Baseline data related to energy sector development of Kazakhstan;
o Baseline data on existing green financing/economic incentives for renewable energy and smart grid;
o Information on the national investments plans into smart grid and renewable energy in next 5 years, in collaboration with UNDP CO.
o Baseline government (national/regional) investment programs/projects/initiatives, other donors’ relevant initiatives projects, private sector relevant investments/programs;
o Baseline socio-economic data in Kazakhstan;
o Identification of baseline projects and key lessons for ProDoc development.
• Draft text summarizing key baseline data, corresponding to relevant sections of the GEF ProDoc template;
• Under the lead of the International consultant and jointly with regional and national level stakeholders propose project site(s) for piloting if relevant Support, as necessary, any GIS or other mapping (to be carried out by other parties) required for ProDoc development, including production of project area maps;
• Prepare presentations for the discussion of the project idea closely with relevant government and non-government actors and other stakeholders and incorporate their inputs into (ProDoc);
• Lead technical discussions with national government partners (e.g. Ministry of Energy/ associations) regarding national priorities and commitments for the implementation of the proposed project
• In collaboration with International Consultant, revise, as appropriate, the project idea based on stakeholder inputs;
• Undertake consultations with relevant public and private actors and local communities, and ensure project beneficiaries participate in defining project focus and activities;
• Ensure that proposed project is aligned with national priorities and coordinated with undergoing or planned activities by other actors in the country;
• Provide inputs to and assist in facilitating co-financing consultations, and provide inputs to the project co-financing framework;
