## **About Frontier Counties Development Council (FCDC)** The Frontier Counties Development Council (FCDC) is a regional economic bloc bringing together the County Governments of Lamu, Tana River, Garissa, Wajir, Mandera, Marsabit, Isiolo, Turkana, Samburu, and West Pokot following the advent of devolution in Kenya. FCDC works to promote cooperation, coordination, and information sharing among member counties in order to strengthen devolution, improve socio-economic development, and enhance peace and stability across the region. ## **About the Digital Learning Programme** FCDC is implementing a Digital Learning Programme with support from the Raspberry Pi Foundation and UNICEF in close collaboration with the Ministry of Education, Teachers Service Commission (TSC), County Governments, and the ICT Authority. The programme seeks to strengthen digital learning, improve teacher capacity, promote inclusive and play-based education, and expand access to technology-supported learning opportunities in underserved communities across Northern Kenya. ## **Expected Programme Outcomes** ## **A. Raspberry Pi Foundation (RPF)** The programme aims to achieve the following outcomes: 1. A coordinated and locally owned framework for implementation of the Computing Curriculum is established and sustained across FCDC-supported schools. 2. County trainers and in-service teachers demonstrate improved skills and confidence in blended teaching and learning approaches, leading to better integration of digital and computational learning in classrooms. - Learners in 170 schools gain increased access to quality computing education and digital skills development through effective use of the Computing Curriculum. 1. Evidence, lessons learned, and programme experiences are integrated into county education planning and policy discussions through engagement with County Sectoral Forums. ## **B. UNICEF** The programme further seeks to: 1. Strengthen connected schools to function as inclusive community digital hubs that expand access to digital learning opportunities and community services. 2. Increase access to and meaningful use of digital technologies among learners and young people in underserved areas for learning, innovation, and skills development. - Enhance the capacity of teachers and educators to effectively integrate technology into teaching, assessment, and learner engagement. 1. Strengthen programme delivery through improved technical support, coordination, monitoring, and implementation systems. 2. Improve community and caregiver understanding and support for inclusive and play-based education in Marsabit, Wajir, and Samburu Counties. 3. Promote advocacy and public awareness on inclusive education and learning through play using accessible and locally relevant information materials. - Strengthen the capacity of education duty bearers, head teachers, and teachers to plan, implement, monitor, and champion inclusive education approaches. - Support the development and rollout of teacher training materials and tools that promote inclusive and learner-centred teaching practices. 1. Improve evidence generation, documentation, learning, and knowledge management to support informed decision-making and policy engagement. 2. Strengthen accountable, effective, and efficient programme management systems for sustainable implementation. ## **Scope of Work** The Monitoring and Evaluation Assistant will support the planning, implementation, tracking, reporting, and learning processes of the Digital Learning Programme. ## **A. Monitoring and Evaluation Framework** The officer will: 1. Support the development and implementation of the programme Monitoring and Evaluation (M&E) framework. 2. Develop and manage data collection systems and tools for tracking programme indicators and performance. 3. Support the establishment of systems for data collection, storage, analysis, and reporting. ## **B. Data Management and Analysis** The officer will: 1. Collect, compile, clean, and analyse programme data to measure progress, outcomes, and impact. 2. Maintain accurate and up-to-date programme databases and records. 3. Conduct routine data quality checks to ensure accuracy, consistency, and reliability of information. 4. Support management of the programme knowledge management and data repository systems. ## **C. Reporting and Documentation** The officer will: 1. Prepare periodic M&E reports, programme updates, impact summaries, and case studies. 2. Document lessons learnt, best practices, success stories, and programme achievements. 3. Ensure all M&E records and supporting documents are properly organised, stored, and accessible. ## **D. Capacity Building and Learning** The officer will: 1. Support training and mentorship of programme staff and partners on M&E tools, reporting processes, and data management. 2. Build the capacity of local stakeholders to effectively participate in monitoring and evaluation activities. 3. Promote a culture of learning, accountability, and continuous improvement within the programme. ## **E. Stakeholder Engagement** The officer will: 1. Work closely with programme teams, government departments, schools, and partners to ensure coordination of M&E activities. 2. Present findings and programme performance updates to internal and external stakeholders to support informed decision-making. 3. Facilitate learning forums, meetings, and workshops for sharing programme findings and feedback. ## **Key Deliverables** The Monitoring and Evaluation Assistant will be expected to deliver: 1. A functional and comprehensive M&E framework and reporting tools. 2. Regular programme monitoring reports, impact assessments, and data summaries. 3. Accurate and updated programme databases and data management systems. 4. Well-documented lessons learnt, success stories, and best practices. 5. Capacity-building sessions and training materials for programme staff and stakeholders. ## **Qualifications and Competencies** ## **A. Education** Applicants must possess a Bachelor’s Degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences, Development Studies, or a related field. ## **B. Required Skills and Competencies** Applicants should demonstrate: 1. Strong analytical skills with the ability to interpret both qualitative and quantitative data. 2. Good research and evaluation skills, including development of methodologies and data collection tools. - Knowledge of statistical and data analysis software such as SPSS and other data management applications. 1. Strong report writing and presentation skills. 2. Excellent communication and interpersonal skills. 3. Good planning and organisational skills with the ability to manage multiple assignments and meet deadlines. ## **C. Experience** Applicants must have: 1. At least three (3) years’ experience in monitoring and evaluation, research, or programme management. 2. Experience working in development, education, governance, or conflict-sensitive programming environments. - Familiarity with donor reporting requirements, particularly for UN Agencies, USAID, EU-funded programmes, or similar development partners, will be an added advantage. ## **D. Certification** Professional training or certification in Monitoring and Evaluation from a recognised institution will be an added advantage. ## **E. Technical Knowledge** Applicants should demonstrate knowledge in: 1. Programme evaluation approaches including logical frameworks, results frameworks, and theories of change. 2. Database management systems and data visualisation tools. - Knowledge management and digital reporting systems. ## **F. Personal Attributes** The ideal candidate should demonstrate: 1. High level of integrity and attention to detail. 2. Strong problem-solving and critical thinking skills. - Ability to work independently and within multidisciplinary teams. 1. Strong interpersonal and relationship management skills. 2. Willingness to travel frequently to programme implementation areas. ## **G. Duration of Assignment** The Monitoring and Evaluation Assistant position is a full-time assignment running from 15th June 2026 to 31st May 2027, subject to satisfactory performance and programme continuity. ## **H. Reporting Line** The Monitoring and Evaluation Assistant will report directly to the Programme Manager and will provide regular programme updates and reports as required.
