It aims to increase civic spaces to play an active role in peace processes and early recovery of communities by empowering, protecting, and building community capacities, as well as enhancing the leadership role of women and marginalized groups, to achieve communities that embrace the principle of democracy and human rights.
**Job purpose**
SYCAC is seeking for a reliable MEAL Officer, tasked with preparing and executing monitoring, evaluation, and learning plans for all organization projects.
Responsibilities include developing and improving data collection tools, preparing internal and donor reports, ensuring the successful implementation of projects and taking corrective actions when needed.
In addition to performing any other tasks within his/her competence.
**Key Responsibilities**
- Develop monitoring, evaluation, accountability, and learning plans for all the organization’s projects, develop them and supervise their implementation in accordance with the requirements of donors, and organize and facilitate the data collection process to ensure that the reporting process proceeds efficiently and smoothly.
- Ensure that the organization is moving towards its main objectives, and to ensure that the indicators and objectives of each program are linked to the comprehensive organizational plan.
- Develop monitoring and evaluation tools, and ensure they are easy to use, interconnected and highly efficient.
- Oversee staff capacity building programs and activities to ensure relevant data collection from the field, and train and mentor staff in data collection and analysis.
- Conduct direct monitoring and conduct focus groups discussion and/or interviews with key information providers when requested or necessary.
- Analyze and organize data, produce reports (including case studies) with recommendations for corrective action.
- Preparation donor reports and internal management reports.
- Provide relevant content to the development department and programs manager for the design and preparation of project proposals, donor reports, communication materials (e.g., annual report).
- Prepare a list of lessons learned, ensure that it is disseminated to all relevant stakeholders and ensure that corrective actions are taken to adapt program implementation mechanisms when necessary.
- Contribute to the updating of the archive of all data and information resulting from all MEAL activities and ensure they are constantly updated.
- Maintain all files and records of the Monitoring and Evaluation Unit in a highly efficient manner that facilitates access.
- Adherence to the policies and procedures followed by SYCAC in all operations.
- Commitment to the Code of Conduct, child protection, and prevention of sexual exploitation and harassment.
- Commitment to executing any other related tasks in coordination with the direct manager.
**Required Qualifications**
- At least bachelor’s degree in a related field.
- At least 3 years of work experience in the same field.
- Extensive experience in international donor monitoring and evaluation guidelines, standards, and procedures (including regional organizations such as the European Union, governments, and foundations), as well as reporting to donors.
- High communication skills, and the ability to provide support to the work team.
- Excellent skills in writing relevant reports.
- Excellent Planning and organizing skills and ability to meet deadlines while pursuing multiple projects.
- Information technology skills: Familiar with the following programs and very good analytical and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint).
- Fluency in Arabic and English.
