Conditions of employment cont.: Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities. These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative that the incumbent have an unlimited availability to perform such travel. This position has been designated by the Air Force as a Testing position Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge sufficient to apply analytical and evaluative methods and techniques to the effectiveness and efficiency of program operations and development and/or improvement of exercises and programs in support of personnel/unit readiness for the conduct of major military operations. Knowledge of current and emerging joint force operational doctrine, joint command and control, and J-3 joint staffer officer procedures and practices; different service operations capabilities, military command structures, missions, programs, and organizational relationships; Highly developed skill in developing innovative design and conducting MUBs, JTWGs, and JTCBs providing general officers and flag officers venues to execute assigned missions and direct their staff in COMACC's BLUE FLAG exercise program, as well as other select GCC, joint, coalition and/ or allied exercises. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the comprehensive range of joint operations/doctrine, joint targeting processes as well as Joint Force Commander's / Joint Force Air Component Commander's (JFC/JFACC) Decision Cycle and battle rhythm. Knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes as well as GCC, functional and service component processes to coordinate with Department of State (DOS) and other government agencies for whole of government solutions. Knowledge of advanced dissemination principles, concepts, and methods to disperse the most complex information/situations attained from multiple sources. Knowledge of the Department of Defense's Joint Publications, the Joint Planning Process and associated Broads, Bureaus, Centers, Cells and Working Groups (B2C2WGs); and ability to chair/coordinate B2C2WGs. Knowledge of security practices for ensuring the safeguarding of classified information; safety and security regulations, practices, and procedures to plan, organize, and direct the functions and staff of a small to medium sized organization. Skill and ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
