Introduction
Description of the Assignment:
• The assignment will focus on strengthening the operationalization layer of the taxonomy, ensuring that the EGFT is supported by clear application guidelines, verification approaches, and practical tools that enable financial institutions, regulators, and policymakers to classify, assess, and report on green economic activities in a transparent and auditable manner. This includes the development of activity-level criteria, evidence requirements, reporting templates, and supervisory guidance to support consistent interpretation and application of the taxonomy.
• Ensure that the EGFT can be effectively utilized by the CBE within its regulatory and supervisory mandate, while also being accessible and usable by financial service providers and other stakeholders in the market. The assignment will therefore place strong emphasis on developing tools and frameworks that are both technically robust and practically applicable within Eswatini’s institutional and market context.
• Strengthen the institutional capacity and readiness across key stakeholders, including the Central Bank of Eswatini, financial sector regulators, financial service providers, the Ministry of Finance, and the Ministry of Tourism and Environmental Affairs. This will ensure that relevant institutions are equipped with the knowledge, skills, and tools required to apply the EGFT effectively, support its implementation, and contribute to the broader sustainable finance agenda.
• Deliver a comprehensive, launch-ready EGFT operational package, enabling the Government of Eswatini and the Central Bank to confidently roll out the taxonomy as a credible and practical instrument to guide sustainable finance, support climate-aligned investments, and facilitate access to green and climate finance opportunities.
The consultant will undertake the following tasks:
The consultant will undertake a structured and time-bound assignment to support the final operationalisation of the Eswatini Green Finance Taxonomy (EGFT). The scope of work is organised into four interrelated components: inception and technical review, development of operational guidelines and tools, capacity building and institutional strengthening, and validation and finalisationInception Phase and Desktop Technical Review
• At the commencement of the assignment, the consultant will undertake a comprehensive desktop review of the EGFT package to assess its readiness for operational application. This will include a review of the EGFT document, the Technical Screening Criteria (TSC) Excel file, consolidated stakeholder and peer review inputs, and relevant international taxonomy frameworks and benchmarks. The purpose of this phase is to assess the current status of the taxonomy in relation to operational readiness and to identify any remaining technical and application gaps that need to be addressed to support supervisory use and market application. Particular attention will be given to the operationalisation of the MSC/DNSH/MSS framework, including the clarity of criteria, consistency of application, and auditability.
• Based on this review, the consultant will develop a structured issues log, clearly identifying priority areas for refinement and distinguishing between critical operational requirements and lower-priority enhancements. The consultant will also propose a sequenced and practical approach for addressing these gaps within the scope and timeframe of the assignment.
• This phase will culminate in the preparation of an Inception Report, outlining the findings of the review, confirming the scope and methodology of the assignment, and presenting a detailed workplan and timeline for delivery of subsequent outputs.
