REPUBLIKA E KOSOVS REPUBLIKA KOSOVO REPUBLIC OF KOSOVA QEVERIA E KOSOVS # VLADA KOSOVA - GOVERNMENT OF KOSOVA MINISTRIA E ARSIMIT E MINISTARSTVO OBRAZOVANJA MINISTRY OF EDUCATION SHKENCS DHE E TEKNOLOGJIS NAUKE I TEHNOLOGIJE SCIENCE & TECHNOLOGY Institutional Development for Education Project (IDEP) Funded by the grant from the World Bank KOS-IDEP/H3420/C2.1/CS-CQS/10-05 Request for Expressions of Interest The Ministry of Education, Science and Technology (MEST) in Kosovo has received a grant from the World Bank (WB) for the Institutional Development for Education Project (IDEP). The objective of IDEP is to strengthen systems, institutions and management capacities needed for education quality improvements. The project would support four key elements of the government's Pre-University and Higher Education Strategies: (i) Strengthening the organization and financing of the education system in Kosovo, (ii) Building institutions and management capacity to promote quality improvements, (iii) Creating conditions to introduce efficient and appropriate designs and reduce multiple shifts in Kosovo's schools, and (iv) Strengthening the management capacity at system and institutional levels for higher education. INDIVIDUAL CONSULTANT FOR PILOTING AND IMPLEMENTATION OF TEACHER PERFORMANCE ASSESSMENT SYSTEM IN KOSOVO Under the second component (ii) Building institutions and management capacity to promote quality improvements,, a system of teacher licensing has been introduced to determine the entry status requirements for teachers and the career development paths, interrelated with the salary system. The system foresees 4 levels of licenses and teachers will need to meet the following requirements to be promoted in the system, as well as renew their license (i.e. remain in the profession): Complete professional development requirements (training hours) as specified in the MEST Administrative Instruction 05/2010; Show positive performance results following the assessment conducted according to a pre-designed system, which foresees 4 performance levels aligned with respective license levels. The MEST established State Council for Teacher Licensing (SCTL) has developed a regulation on teacher performance assessment outlining the performance standards, procedures, tools as well as actors involved inthe assessment of teacher performance (i.e. MEST Inspection Department, Municipal Education Authorities, School Directors, and teachers themselves). The plan is that the teacher performance assessment system is pilotedin around 30 schools across Kosovo in order to determine the feasibility of implementing such a system as well as modify the system accordingly in order to formalize it into an Administrative Instruction before it is introduced country-wide. Following the piloting and approval of the system in the form of Administrative Instruction, it is expectedthat the system will be fully implemented at the national level and teachers can therefore apply for license promotion and renewal. The information on teacher performance, as part of overall information for teacher licensing will be uploaded in the special Program for Teacher Licensing that MEST is in the process of developing, which will be interlinked with the EMIS (Education Management Information System). 1. Scope of Work The Consultant will provide the necessary expertise and technical assistance to State Council for Teacher Licensing, MEST Inspection Department, Municipal Education Department (MED) authorities, School Directors involved inpiloting the teacher performance assessment system. Based on the Teacher Performance Assessment Regulations, Guidelines and Tools developed earlier through the support of IDEP, the Consultantwill develop a training program for the Inspection Department, MED and School Directors involved in piloting aiming at familiarizing them with the assessment procedures and tools. The consultant will also support and facilitate the piloting of the system by ensuring the MEDs and SchoolDirectors have the necessary guidance and support in implementing this system. More specifically, the consultant will: Develop and deliver 2 tailor made 3-5 day training programs for the selected staff from Inspection Department, MEDs and School directors involved in piloting the system. Support and facilitate the development of a schedule for the pilotingand agree the schedule with the schools, MEDs and SCTL Facilitate the classroom observation for the selected teachers by providing the necessary guidance and mentoring. Support the selected teachers in organizing of their professional portfolios by providing a one day orientation session and provide mentoring on ad-hoc basis as agreed with SCTL. Design the data and information storing system for the teachers assessed in the respective municipalities, as well as at the Inspection Department level as necessary Support MEDs in processing and interpreting the final teacher performance assessment scoring through a Committee established at municipal level by MED. Organize process and report the feedback from the schools and municipalities on the piloting as well as recommendations for amendments as well as provide detailed recommendations for the implementation of the system country wide as well as the eventual technical assistance needed. 2. Specific deliverables Deliverable 1 : Detailed implementation plan. Within two weeks of the effective date of the Contract, the Consultant shall develop a detailed implementation plan for the piloting of theteacher performance assessment system as described in the scope of work. The plan should include also the way the consultant is going to monitor the quality of the piloting as well as the way relevant stakeholders are going to be supported in the implementation of the performance assessment system. The plan is subject to approval by the SCTL. The plan should also involve a step-by-step guide for the process of the performance assessment system based on the procedures and criteria for teacher performance assessment document as approved by SCTL. Deliverable 2 : Training programs Within one month of the effective date of the Contract, the Consultant shall propose two 3-5 days training programs for the selected staff of the Inspection Department, MEDs and School Directors involved in piloting. The training program (and) materials will be handed over to PCT and SCTL for review. The training programs shall be delivered before the piloting of the performance assessment system starts. In addition, the consultant shall provide a one day orientation session for the teachers involved in piloting on the development of the professional portfolio Deliverable 3 : Performance assessment in 30 selected schools across Kosovo completed With the support of the Consultant, the performance assessment systemin the 30 selected schools will be piloted by the end of the contract. 30 schools will be selected by SCTL before the consultant's arrival based on a number of criteria such as the level, type of school, geographical aspect etc. The consultant shall produce a series of documents elaborated in the scope of work, such as information storing system, detailed piloting schedule (or review if SCTL would provide a draft), Final Teacher performance evaluation rubric that MED established committee would use to make the final assessment/judgment as well as relevant materials, used by Consultant in delivering the training, which can be used by MEST infurther training other Inspection, MED and school staff in implementing the system country wide. The piloting should be done in the period 15March until 31 September 2011. Deliverable 4 : Final report on the feedback The Consultant shall organize the collection, processing and reporting of the feedback from the stakeholders on the effectiveness of the proposed system and methodology, including appropriateness of teacher performance assessment and will suggest the areas of improvement. In addition, recommendations on the capacities available for implementing such as system Kosovo wide should be included as well as additional resources needed and capacity building for various stakeholders in the system. 3. Required qualifications Advanced degree in Educational Sciences or Social Sciences, preferably PhD degree. Minimum 6 years of relevant experience in teacher development, and specific experience in implementing teacher performance assessment system. Capacity to draft policy papers on educational issues with focus on teacher performance assessment. Solid knowledge of educational system in Kosovo, particularly teacherdevelopment and its quality assurance aspects. Excellent writing and speaking English. 4. Duration, time input and reporting arrangements This Consultancy will last 8 months, up to 60 days of which 40 days of work in Kosovo and 20 days from Consultant's home base. There should be a minimum of five one week visits to Kosovo during the contractual period to be agreed with SCTL. The consultant shall be supported by the local consultant in the component as well as by MEST and SCTL for carrying out the tasks. The consultant shall be under direct supervision of the Director of the Department for Inspection at MEST and will work closely with the MEST Permanent Secretary and IDEP Project Coordinator. Indicative date of effectiveness is 10 February 2011. The Consultant will be selected in accordance with the procedure Individual Consultants set out by the World Bank's Guidelines: Selections and Employment of consultants by World Bank borrowers ", dated May 2004, revised in October 2006, revised in May 2010. Only short listed consultants will be invited for an interview.
