**Terms of Reference** **OVERVIEW OF THE FUNCTIONS OF THE POST** 1. **BACKGROUND** Under the Global Partnership for Education (GPE) System Capacity Grant (SCG) for Myanmar, United Nations Educational, Scientific and Cultural Organization (UNESCO) Myanmar Antenna Office is implementing a multi-year programme to strengthen the resilience and effectiveness of Myanmar’s education sector through improved planning, coordination, financing, monitoring, and evidence generation. The SCG is structured around the following outcomes: - Outcome 1: Improved quality and equity in Myanmar’s education through the effective use of an evidence-based framework that addresses key challenges, promotes gender and inclusivity, and adapts to emerging needs arising from ongoing socio-political instability. - Outcome 2: Enhanced sector coordination and improved resource allocation efficiency, leading to increased financial support for Myanmar’s education. - Outcome 3: Evidence-based decision-making in strategic policy and program development through the generation of data and evidence on educational outcomes and progress. In alignment with Outcome 3, and due to the dual shocks of COVID-19 and political conflict, Myanmar has been heavily affected in terms of educational development with severe consequences on access, quality, and learning systems. In order to take stock of donor and implementing partner delivery, UNESCO requires analytical work on education programming, the availability of education data in Myanmar, and the current funding landscape in the Myanmar education sector. 1. **PURPOSE of the ASSIGNMENT** The objective of this assignment is to strengthen the existing education programme dataset and dashboard by collating updated programmatic data from partners, cleaning and organizing the data, and producing descriptive analysis. Based on the updated dataset, the assignment will generate analytical products, including graphs, data visualizations, thematic summaries, and mapping of education data and data gaps. 1. **DUTIES AND RESPONSIBILITIES** **Supervisory arrangements:** The Individual Consultant shall perform the tasks under the overall authority of the Regional Director of the UNESCO Regional Office in Bangkok and Office for UN Coordination in Asia and the Pacific, and the direct supervision of the Head of the UNESCO Antenna Office in Yangon, working closely with the UNESCO Education Team. The Individual consultant’s responsibilities include the following: 1. Meet with the UNESCO education team to understand the approach and scope of the work, agree on the methodology and objectives of the analytical tasks, how to interpret the data, map out relevant additional data sources, and report on data gaps. 1. Draft the methodologies for analysis and develop a practical workplan for delivery based on the activities and deliverable milestones. 2. Design data gathering templates for updating datasets with new breakdowns and verifying data for consistency. 3. Produce graphs and data visualizations (inter alia, budget flow charts, spatial visualizations, thematic graph visualizations, infographics, etc.) under UNESCO guidance. 4. Produce a mapping of additional data sources (program data) and collate data gaps required for further analytical products on education sector monitoring. 5. Conduct descriptive analysis on Myanmar education sector programming and funding, with assistance and guidance from UNESCO. 6. Finalize analytical products into a single report with a focus on education sector programming and the funding landscape. In line with UNESCO's overall gender mainstreaming strategy, the Individual Consultant is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. **TRAVEL**: The Individual Specialist will be based in Yangon (Homebase) during the contract period. No travel outside Yangon is anticipated. 1. **TIMETABLE AND DELIVERABLES** **Deliverables** The individual specialist will submit the following deliverables within the designated timeline. All deliverables must be submitted with original, editable files, as well as high-resolution versions of final products (if applicable) to UNESCO. The assigned tasks must be submitted by the following deadlines. **Deliverables** **Deadline** **Deliverable 1:** Submit an Inception Report, including suggested methodological approaches, analytical products proposed, potential data gaps, and a detailed workplan by 31 July 2026. **Deliverable 2:** Submit first drafts of agreed analytical products, such as graphs, spatial/thematic data visualizations, and thematic analyses of program data by 15 August 2026. **Deliverable 3:** Submit finalized analytical products (in agreed layout), the final single report, the policy brief, editable data templates, and the related user guide by 31 August 2026. **COMPETENCIES (Core / Managerial)** Accountability (C) Innovation (C
