**Job Highlight**
This position presents an excellent opportunity to contribute to the implementation of Zimbabwe’s Nationally Determined Contribution (NDC) and the advancement of national climate action priorities. The role offers a unique platform to work closely with government institutions, international development partners, and national organisations to strengthen coordination, mobilise resources, and track progress towards Zimbabwe’s climate and development goals.

**About the Country/Multi-Country Office**
As part of the Global Portfolios Office, UNOPS Geneva provides comprehensive solutions in secretariat hosting, operational support, and fund management. We manage global programmes, including the Water, Environment and Climate (WEC) Portfolio, offering project management, procurement, HR, and financial services. Geneva hosts the secretariats of eight global partnerships focused on health (RBM, Stop TB, ATscale), nutrition (SUN), water/sanitation (SHF), humanitarian leadership (GELI), urban development (Cities Alliance), and disaster displacement (PDD). We also provide fund management for EIF and UN Water, and operational support to Geneva-based partners like the Global Fund and UNHCR. The EU-UNOPS Lives in Dignity (LiD) Grant Facility is also based here.
**Job Specific Context**
Zimbabwe faces intensifying climate and environmental challenges, including recurrent droughts, cyclones and floods, rising temperatures, and increasing pressure on agriculture, water resources, energy systems, and ecosystems. These impacts are heightening food and health insecurity and economic vulnerability, particularly in rural communities that depend highly on rain-fed farming systems. Capacity constraints, limited climate and environmental data, and the current weak inter-ministerial coordination retard climate action.
Zimbabwe submitted its NDC 3.0 Country Statement in February 2025 and is currently elaborating this Country Statement into a full NDC 3.0 document, aligned with Zimbabwe’s national development frameworks, as well as the SDGs, AU Agenda 2063, and the Sendai Framework for Disaster Risk Reduction. Priority sectors include energy, industry, waste, agriculture and forestry and other land uses. This NDC3.0 is also coming with a strong component on adaptation, gender and inclusivity.
The NDC 3.0 process is intended to strengthen the country’s shift toward an evidence-based,
inclusive, and implementation-focused approach. Key focus areas include strengthening MRV
systems, improving readiness for ETF requirements, and advancing climate-budget integration, in close collaboration with the Finance Ministry and other relevant line Ministries, Departments and Agencies. Given that many NDC actions are conditional on international support, developing finance-ready pipelines, strengthening coordination with development partners, and improving access to technical and financial resources are central priorities.
The incumbent will support the Ministry of Environment, Climate and Wildlife-the Climate Change Management Department, and will be responsible for strengthening national coordination in terms of resource mobilization and monitoring the implementation of the NDC. The Facilitator will support the focal point of the Partnership in their daily tasks of implementing the NDC and other forms of support for the NDC implementation.
The embedded facilitator will implement all tasks under the direct supervision of the NDC Partnership Country Engagement Specialist and will work in close collaboration with the different line Ministries, Departments and Agencies.
• This is a retainer national vacancy / position for twelve 12 months, maximum of 220 working days, with possibility of an extension depending on satisfactory performance and on availability of funds.
• This is a Homebased position, meaning that the incumbent will not work from a UNOPS office but from the government facilities. Therefore, the incumbent will need to use his/her own laptop and software.
• As this is a Local Position, in order to be eligible, the incumbent should be a national of Zimbabwe or have a valid residence permit in Zimbabwe.
