IDEAL CANDIDATE STATEMENT The ideal candidate for the Human Resources Specialist (Sr. Employee Development Specialist) position will have experience designing, developing, and evaluating agency-wide training and employee development programs. The candidate should demonstrate strong analytical skills, including the ability to assess training needs, apply instructional methodologies, and evaluate program effectiveness. Excellent communication and interpersonal skills are essential to effectively advise leadership, collaborate with stakeholders, and deliver presentations. The ideal candidate will also be detail-oriented, able to manage multiple priorities independently, and experienced in coordinating training initiatives, including working with vendors and managing program logistics. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-13 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Human Resources Specialist (Sr. Employee Development Specialist), GS-14 grade level. Specialized experience includes: Experience independently planning, developing, implementing, and evaluating large-scale training or employee development programs, including identifying training needs, establishing instructional objectives, and assessing program effectiveness; and Experience applying instructional design principles to develop training programs and materials, and providing expert guidance to management on training policies, procedures, and workforce development strategies; and Experience managing training-related programs or projects, including administering contracts or interagency agreements, coordinating with vendors and stakeholders, and delivering briefings, reports, and recommendations to leadership. This experience must be fully supported and articulated in your resume to receive consideration. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-13 grade level or equivalent grade level of federal service is required to qualify for the GS-14 grade level. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
